Sağlık hizmetlerinde hekim ve hasta arasındaki asimetrik bilgi, bu piyasayı diğer hizmet sektörlerinden ayrı kılmaktadır. Hangi hizmetten ne miktarda tüketmesi gerektiğini bilmeyen hasta hekimin kararlarına uymak durumundadır. Hizmet talep eden tarafın hizmet sunan tarafı kendine vekil kılması ile başlayan bu süreç vekâlet ilişkisi içerisinde işlemektedir. Hizmet sunan hekimlerin, hastaların talebini belirleyip yönlendirebilme yetkisi bu alanda bir ahlâki tehlikeyi doğurmaktadır. Sağlık hizmetlerinde vekâlet ilişkisi içerisinde hekimler her zaman kendilerinden beklenilen ahlâklı davranışı sergilemeyebilir. Bu hususta yaşanabilecek ahlâki problemler, bilgi asimetrisi dolayısıyla hasta tarafından gözlemlenemeyeceğinden etik boyutta bu ilişkiyi çıkmaza sürüklemektedir. Bu bağlamda, maddi çıkar güdüsüyle hareket eden hekimler gereksiz sağlık hizmeti kullanımına zemin hazırlamaktadır. Bu çalışmada arz kaynaklı gereksiz sağlık hizmeti kullanımının hasta algısı üzerinden incelenmesi hedeflenmiştir. Bu amaçla, hastaların gereksiz sağlık hizmeti kullanımına ilişkin algıları değerlendirilmiştir. Araştırmanın evrenini Isparta il merkezindeki 18 yaş ve üzeri bireyler oluşturmaktadır. Araştırma kapsamında 460 hastaya ulaşılmıştır. Araştırmada veri toplama aracı olarak literatür taraması yapılarak geliştirilen Arz Kaynaklı Gereksiz Sağlık Hizmeti Kullanımı Anketi kullanılmıştır. Ankette, "maddi kazanç", "gereksiz sağlık hizmeti kullanımı", "ilaç endüstrisi", "tıbbileştirme", "gereksiz tetkik" boyutlarını ölçen 22 ifade bulunmaktadır. Araştırmanın sonuçlarında, eğitim düzeyinin gereksiz sağlık hizmeti kullanımı algısını etkilediği tespit edilmiştir. Gereksiz tetkik boyutunda, katılımcıların cinsiyet ve gelir düzeylerinin; tıbbileştirme boyutunda da yaş ile cinsiyetin gereksiz hizmet kullanımı algısını etkilediği, kadınların erkeklere göre gereksiz sağlık hizmeti kullanımını daha çok algıladığı tespit edilmiştir. Hastaların, hekimlerin maddi kazancına yönelik algılamalarının yaş düzeylerine; ilaç endüstrisi boyutundaki algılamalarının ise eğitim ve gelir düzeylerine göre anlamlı farklılıklar gösterdiği sonucuna varılmıştır. The asymmetric information level of a doctor and a patient separates the field of health services from other service sectors. A patient, who does not know how much to consume of which service has to follow the judgments of the doctor. In the health services the period of deputation between customer and supplier starts with the customer making the supplier his/her proxy. The authority of doctors who provide their services to determine and direct patients' requests, carries moral risks in this scope. In health services, doctors may not always exhibit the expected ethical behaviour in agency relationships. The ethical problems that might be experienced in such cases, would lead to dead ends in the relationships due to an asymmetric information level, and thus, cannot be observed by a patient. In this context, doctors who act with pecuniary advantage, lead up to unnecessary use of health services. In this thesis, the aim of examination is the supply based unnecessary use of health services in aspects of patients' perceptions. For this purpose, the perceptions of patients for unnecessary use of health services are evaluated. The population of the research comprise of individuals over the age of 18 in the city of Isparta. For the scope of this research 460 patients have been reached out to. As a data collecting tool in this research "The Supply Based Unnecessary Use Of Health Services" questionnaire improved by literaure scans, is used. There are 22 statements in this questionnaire which measure extents of "financial gain", "unnecessary use of health services", "pharmaceutics industry", "medicalization" and "unnecessary examination". In the conclusions of the research it is determined that the level of education has an influence on the perception of unnecessary use of health services. In the aspect of unneccessary examination it is determined that sex and income of the participants influence the perception of unnecessary use in health services; and in the aspect of medicalization, age and sex influence the perception, thus, women perceive the unnecessary use of health sevices more than men do. It was concluded that patients' perceptions of physicians' financial gain showed significant difference according to the age of patients and in terms of pharmaceutic industry according to education and income levels of patients.
