Gelişmekte olan ekonomiler ve Türkiye için cari işlemler dengesinin sürdürülebilirliği, toplumsal refah ve ekonomik kalkınma açısından büyük önem taşımaktadır. Türkiye ekonomisinde 2000'li yıllardan sonra yüksek büyüme oranları ancak yüksek cari işlemler açığı ile gerçekleşmiştir. Ekonomik büyümenin devamlılığı ancak sürdürülebilir bir cari işlemler dengesi ile mümkün olabilmektedir. Bu çerçevede uygulanan iktisat politikalarının temel makroekonomik sorunları ve özellikle de cari işlemler dengesini olumlu etkilemek üzere hazırlanması gerekmektedir. Bu çalışmanın temel amacı, Türkiye ekonomisi için para politikasının ödemeler dengesi üzerindeki etkisini analiz etmektir. Analiz dönemi olarak enflasyon hedeflemesi ve serbest kur rejimi dönemlerini kapsaması bakımından 2003Q1-2015Q4 seçilmiştir. Çalışmada değişken olarak para politikasını temsilen reel efektif döviz kuru, reel faiz oranları, M2 para arzı, kredi hacmi ve büyüme oranları kullanılırken; ödemeler bilançosunu temsilen cari işlemler dengesi kullanılmıştır. Çalışmada serilerin durağanlığı test etmek amacıyla ADF (Augmented Dickey-Fuller) ve PP (Phillips-Peron) birim kök testleri kullanılmıştır. VAR analizi kapsamında Etki-Tepki Fonksiyonları, Varyans Ayrıştırması ve Granger Nedensellik Testi uygulanmıştır. Granger Nedensellik testi sonuçlarına göre, büyüme oranından cari işlemler açığına doğru tek yönlü bir nedensellik olduğu ve cari açıktan reel efektif döviz kuru, reel faiz oranları, M2 para arzı ve kredi hacmine doğru tek yönlü bir nedensellik olduğu tespit edilmiştir. Varyans Ayrıştırması sonuçlarına göre, cari açıktaki değişikliğin en önemli nedeni kendisinden sonra sırasıyla büyüme, reel efektif döviz kuru ve reel faiz oranları olmuştur. Elde edilen sonuçlar, cari işlemler dengesini kontrol etmede para politikasının özellikle döviz kuru kanalı ve faiz kanalı ile etkili olabileceğini göstermektedir. Cari açığın en önemli belirleyicisi olarak büyüme oranının tespit edilmesi, üretimde dışa bağımlılığın bir göstergesi niteliğindedir. The sustainability of the current account balance has great importance in terms of welfare and economic development for emerging economies and for Turkey. The high growth rates in the Turkish economy after 2000's have been realized only with high current account deficit. The sustainability of economic growth is only possible with a sustainable current account balance. In this context, the applied economic policies need to be prepared in order to affect positively to basic macroeconomic problems and especially current account balance. The main purpose of this study is to analyze the effect of monetary policy on the balance of payments in Turkey. The analysis period 2003Q1-2015Q4 was selected due to cover inflation targeting and flexible exchange rate regime periods. In the study, representing the monetary policy; real effective exchange rate, real interest rates, M2 money supply, credit volume and growth rates were used and representing balance of payments; current account balance was used as explanatory variables. The Augmented Dickey-Fuller (ADF) and PP (Phillips-Peron) unit root tests were used to test the stability of the series in the study. In the scope of VAR analysis, Impact-Response Functions, Variance Decomposition and Granger Causality Test were applied. According to Granger causality test results, its determined that there is one- way causality from the growth rate to the current account deficit, there is one-way causality from the current account deficit to real effective exchange rate, real interest rate, M2 money supply and credit volume. According to the results of the variance decomposition; the most important reasons of the change in the current account deficit are after itself respectively, growth, real effective exchange and real interest rates. Obtained results show that the monetary policy might be effective especially with the exchange rate channel and the interest rate channel to control the current account balance. Determining the growth rate as the most important determinant of the current account deficit is a sign of external dependence in production. In this sense, the incentive of raw material, intermediate goods and capital goods production are important.
