Devletlerin; siyasi sürdürülebilirliği tarih biliminin; idari yapılarının sürdürülebilirliği kamu yönetimi biliminin; mali sürdürülebilirliği ise maliye biliminin önemli çalışma alanlarından birisini oluşturmaktadır. Bu çalışmanın amacı Türkiye'nin mali olarak sürdürülebilirliğinin test edilmesidir. Bu doğrultuda Türkiye'de mahalli idareler, merkezi idareler ve güçlü yerel yönetimler harcama simülasyonu ile şekillenen mahalli idareler bütçeleri inceleme altına alınmıştır. Çalışmada teorik altyapının oluşturulması için birinci bölümde desantralizasyon, mali desantralizasyon, mali sürdürülebilirlik ve karşılaştırılmalı siyasal sistemler teorileri incelenmiştir. İkinci bölümde simülasyon için gerekli olan baz ülkeyi belirlemek için oluşturulan havuz ülkelerinin idari, bütçe hukuku ve mali desantralizasyon yapıları incelemeye alınmıştır. Üçüncü ve son bölümde ise mali sürdürülebilirlik analizlerine yer verilmiştir. Mali sürdürülebilirlik analizlerinde 2007:Q1-2016:Q3 dönemini kapsayan Türkiye merkezi ve mahalli idareleri kümülatif bütçe gelirleri ve harcamaları, öncelikle Agumented Dickey Fuller Birim Kök Testi, ardından oluşturulan VAR modeli aracılığıyla Granger Nedensellik Testi ve Johansen Eşbütünleşme Testi, son olarak ise Engle-Granger Eşbütünleşme Testine tabi tutulmuştur. Harcama simülasyon ile oluşturulan mahalli idarelere ise 2007:Q1-2015:Q4 dönemi için aynı testler uygulanmıştır. Yapılan testlerin sonucunda hem Türkiye mahalli idarelerinin hem de merkezi idarelerinin gelirleri ve harcamaları arasında çift yönlü bir nedenselliğin varlığı ve zayıf mali sürdürülebilir bir bütçe yapısının olduğu tespit edilmiştir. Oluşturulan simülasyonda ise değişkenler arasında nedensellik ilişkisinin olmadığı ve mali olarak sürdürülemez oluğu bulgularına ulaşılmıştır. In the past, powerful states have always been fiscally strong. In this context, the sustainability of states is based on historical science; the sustainability of administrative structures is based on public administration science and sustainability of fiscal relations is based on public finance science. The purpose of this dissertation is to test the fiscal sustainability of Turkey. In this direction, budgets of local administrations, central administrations and local administrations simulation shaped by strong local administrations expenditure in Turkey have been examined. In order to establish the theoretical background for the topics studied in the dissertation, the theories of decentralization, fiscal decentralization, fiscal sustainability and comparative political systems are examined in Section-1. Following the theoretical background in Section-2, the administrative, budgetary and fiscal decentralization structures of the selected countries have been examined to determine the base country required for the simulation. In the last section, financial sustainability analyses are used. Cumulative budget revenues and expenditures of central and local governments in Turkey for 2007: Q1-2016: Q3 are used first on the Agumented Dickey Fuller Unit Root Test then Granger Causality Test and Johansen Cointegration Test through the VAR model created, and followed by the Engle-Granger Cointegration Test. The same tests were applied to the local administrations shaped by strong local administrations expenditure simulation for 2007: Q1-2015: Q4 period. As a result of the tests conducted, it was determined that there is a bi-directional causality between the incomes and expenditures of both the local administrations of Turkey and the central administrations, and that there is a weak fiscal sustainable budget structure. In the generated simulations, there is no mutual causality relation between the variables and the findings of the sustainability analysis are fiscally unsustainable.
