Genel olarak bankadaki hata ve hilelerin belirlenmesinde dış denetçiler sorumludur. Özellikle de bağımsız dış denetçilerin hata ve hile tespitinde sorumluluklarını bilmesi gerekir. Bu sorumluluklar doğrultusunda yaptığımız çalışmada Irak’ta bulunan bankalarda çalışan dış denetçilerin sorumlulukları ele alınmış ve banka meslek mensupları arasında anket usulü ile bankada hata ve hilelerin tespitinde dış denetçinin hangi sorumlukları üstenmesi gerektiği ölçülmüştür. Çalışmamız üç bölümden oluşmaktadır. Çalışmamızın birinci bölümünde genel olarak denetim kavramı, bağımsız denetim kavramları, iç ve dış denetim ve denetim türlerinden ve dış denetim sorumluluklarından bahsedilmiştir. Çalışmamızın ikinci bölümünde bankacılık sektöründen, banka kavramından, tarihi gelişiminden, bankaların çeşitlerinden, banka denetiminden bahsedilmiş, Türkiye ve Irak banka sektörleri incelenerek, Türkiye-Irak banka sektörü ilişkileri öne çıkarılmıştır. Son olarak çalışmamızın üçüncü bölümünde Irak’ta bulunan banka meslek mensuplarından banka dış denetçi sorumlulukları düzeylerinin ölçülmesi ve belirlenmesi istenerek yedi bölümden oluşan anket yapılmış, anket sonuçları analiz edilerek değerlendirilmiştir. Finally, the third part of our study to measure the external auditors responsibilities in the bank from banking sector professionals in Iraq and meticulously examined demonstrators made questionnaire consisting of seven sections requesting determination and outputs are provided in this section.
