Sağlık sektöründe yaşanan teknolojik gelişmelere ve rekabette yaşanan artışa paralel olarak beklenen kalitenin artması sonucu hastane maliyetleri önemli ölçüde artmıştır. Bütün bu gelişmeler sonucunda hastanelerdeki kaynakların etkin kullanımı önemli hale gelmiştir. Hastanelerde, giderlerin büyük bölümünü endirekt giderler ve genel üretim giderleri oluşturmaktadır. Bu yüzden kaynak kullanımlarını doğru biçimde yansıtabilecek bir maliyet muhasebesi bilgi sisteminden ve doğru bir maliyetleme yönteminden yararlanılması gerekmektedir. Bundan dolayı, çalışmamızda daha doğru sonuçlar elde edilmesi açısından faaliyet tabanlı maliyetleme (FTM) yöntemi kullanılmıştır. Çünkü FTM yöntemi genel üretim giderlerini sağlıklı bir şekilde ürünlere yükleyerek ürün maliyetlerinin geleneksel maliyetleme sistemlerine göre daha doğru hesaplanabilmesine imkân sağlamaktadır. Çalışmanın amacı; Süleyman Demirel Üniversitesi Araştırma ve Uygulama Hastanesi Genel Cerrahi Birimi'nde maliyet muhasebesi tekniği olarak FTM yöntemi kullanılarak, cerrahi işlem ve uygulamaların maliyetlerinin objektif olarak belirlenebileceğini ortaya koymak ve FTM yöntemi kullanılarak daha doğru, ayrıntılı ve güvenilir sonuçlara ulaşıldığının gösterilmesini sağlamaktır. Süleyman Demirel Üniversitesi Araştırma ve Uygulama Hastanesi Genel Cerrahi Birimi'nde 2016 yılı içerisinde yapılan ameliyat işlemleri, çalışmamızın evrenini oluşturmaktadır. Genel Cerrahi Birimi'nde en sık yapılan ve komplikasyonu en az olan 10 ameliyat işlemi çalışmanın örneklemini oluşturmaktadır. Başta Döner Sermaye Müdürlüğü ve İstatistik Bölümü olmak üzere hastanenin çeşitli birimlerinden veriler alınmış ve uzman görüşleri alınarak bu veriler değerlendirilmiştir. FTM uygulaması ile elde edilen maliyet bilgileri, 2017 SUT tarifesi ile karşılaştırılarak yorumlanmıştır. Çalışmamızın sonucunda, Sağlık Uygulama Tebliği (SUT) tutarları ile FTM yöntemi kullanarak elde ettiğimiz tutarlar arasında önemli farklılıkların olduğu tespit edilmiş ve SUT tutarlarının bütün ameliyat maliyetlerinden düşük olduğu ortaya çıkmıştır. Recent years, the costs of the hospitals have increased essentially as a result of increasing expected quality which coincides with the technological developments in the health sector and the increment of rivalry. In consequence of these developments, the efficient utilizing of sources in hospital has become significant. In hospitals, the large part of expenditures consists of the indirect expenditures and general producing expenditures. It is necessary to be benefited from a cost accounting information system which can represent the utilizing of sources and an accurate costing method. Therefore, activity-based costing (ABC) method is used in this working. Because, ABC method enables to account product costs more accurately than conventional costing systems by distributing general producing costs to products reliably. The aim of this working is: to reveal that the costs of the surgical operations and implementations can be determinated objectively by using ABC method as cost accounting technique in a General Surgery Clinical of Suleyman Demirel University Research and Application Hospital; and to indicate that by using ABC method, more accurate, detailed and reliable results are reached. The surgery operations made within the department of General Surgery based in Suleyman Demirel University Research and Application Hospital in the year 2016, constitute the universe of our working. 10 surgery operations made most frequently and have least complication within the department of General Surgery constitute the sample of working. The data has been obtained from primarily directorate of revolving fund and Department of Statistics and from various units of the hospital, and this data has been evaluated by consulting to experts. Cost data obtained via ABC application, have been interpreted by comparison with the HIA-Health Implementation Announcement (SUT) 2017. In the result of our study, it was determined that there are significant differences between the SUT prices and the FTM method and it was revealed the SUT prices were lower than all the surgery costs.
