1945'te Arap Birliği’nin kurulması, çehresi II. Dünya Savaşı’nın sonunda oluşmaya başlanan Arap sistemi düzeyinde önemli bir olaydı. Arap Birliği'nin kurulması, bölgede siyasi istikrarın sağlanması için bir araçtı. Ancak Arap kitlelerinin umutlarını ve arzularını tam olarak fark etmeden. Teorik düzeyde Arap Birliği, Arap dayanışmasını ve entegrasyonunu sağlamak için Arap sisteminin kurumsal çerçevesi konumundadır. Bu çalışma, hazırlanırken ortaya çıkan; Arap Birliği’nin ortaya çıkmasına yol açan uluslararası, bölgesel, Arap ve ulusal koşullar nelerdir? Arap Birliği tamamen Arap iradesiyle mi, yabancı bir irade ile mi yoksa her iki irade birlikte mi ortaya çıktı? Arap Birliği için şimdiye kadar üstesinden gelemediği ya da değiştiremediği sert ve katı kurallar neden konulmuştur? The creation of the League of Arab States in 1945 was a prominent event at the level of Arab system which began to emerge at the end of the Second World War. Although its establishment was a means of achieving political stability in the region, but It couldn't achieve hopes and ambitions of the Arab masses completely. At the theoretical level, the Arab League is considered as the institutional framework for the Arab system to achieve the Arab integration and solidarity because it plays an important role in achieving the cooperation and development among the Arab States members of the Arab League, as well as solving many economic, political and cultural problems among member States. It also works to solve the traditional problems among the countries. This study aims to study the emergence of Arab League and the mysterious circumstances that have led to this emergence which affected in putting the Arab League in solid and rigid structures and it hasn’t attempted to overcome them for the last seventy-two years. The study touches on the charter of the League of Arab States and its organizational structure to find the real reasons behind the failure of the League in the field of settlement of Arab disputes from the emergence and so far, and studying the phenomenon of the disputes among the Arab world countries. The study also attempts to answer the following questions raised through this study: what are the international and regional Arab circumstances that have led to the emergence of the Arab League? Has the Arab League created by purely Arab will or foreign will, or by both? Why solid rules were put up for the Arab League that they could not overcome or change them until this moment? Is the deficiency in texts or in practice or in Member States? The Thesis is divided into introduction, two chapters and the conclusion. The First chapter deals with the Arab League, its emergence, structure and legal formation. The second chapter is entitled "A Peaceful Settlement of the Territorial Disputes within the Framework of the League of Arab States", it deals with ways, means and devices which are used by the Arab League to resolve the regional disputes.
