Vergiler geçmişten günümüze kadar olan zaman içinde devletlerin en önemli gelir kaynağı haline gelmiştir. Gelecekte de vergi gelirlerinin yerini alabilecek herhangi bir kaynak öngörülememiş olması, vergilerin gelecekte de devletlerin en önemli gelir kaynağı olmaya devam edeceğinin bir göstergesi olarak kabul edilebilir. Vergi uyumu, vergi mükelleflerinin yürürlükteki vergi mevzuatının ruhuna ve yazılı metnine uygun olarak vergiye ilişkin görevlerini tam ve zamanında yerine getirmeleri olarak tanımlanmaktadır. Vergi uyumsuzluğu ise vergi kayıp ve kaçaklarına sebep olacak her türlü tutum ve davranış olarak değerlendirilmektedir. Vergi ahlakı vergi konusundaki içsel bir motivasyon olarak içsel etkenlere vurgu yaparken vergi uyumunda vurgu idarenin vergi uyumunu sağlamak için yaptığı uygulamaları da kapsamaktadır. Türkiye’de vergilerin tam ve zamanında hazineye aktarılabilmesi için mükellef odaklı bir anlayışla mükelleflere kaliteli hizmet sunarak vergi uyumunu arttırmak üzere 2005 yılında Gelir İdaresi Başkanlığı kurulmuştur. Gelir İdaresi Başkanlığının kuruluşundan itibaren toplam vergi gelirlerinin GSYH’ye göre oranının yıllar itibarı ile artmış olması bu konuda yapılan çalışmaların olumlu sonuçları olarak değerlendirilebilir. Bu çalışmada, konu ile ilgili literatür ve yapılan ampirik çalışmalar incelenmiştir. Birinci bölümde vergilerin tarihsel gelişimi ve vergiye ilişkin temel kavramlar incelenmiştir. İkinci bölümde, vergi uyumunun teorik yapısı incelenmiştir. Çalışmanın üçüncü bölümünde ise Türk Vergi Sistemi özelinde vergi uyumu değerlendirilmiştir. Sonuç bölümünde de vergi uyumu konusunda geçmişten günümüze doğru olumlu yönde gelişmeler kaydettiği ancak yeterli olamadığına geliştirilmesi gerektiğine ve bu husustaki önerilere yer verilmiştir. Taxes are the most important source of revenue for the state from the past to the present day. Since, no other source of tax revenues could be foreseen for the future, taxes will continue to be accepted as the most important source of income of the state in the future. Tax compliance is defined as taxpayers' fulfillment of their full and timely taxation duties in accordance with the spirit of the applicable tax laws and the written text. Tax incompatibility is assessed as any kind of attitude and behavior that will cause tax losses and evasion. Tax ethics emphasizes internal factors as an internal motivation in the tax issue, the emphasis in tax harmonization also includes practices that have been implemented to ensure tax compliance. In 2005, the Revenue Administration Department was established to provide taxpayers with high-quality services with a taxpayer-focused approach to ensure that taxes can be fully and timely collected in Turkey. The fact that the ratio of the total tax revenues to the GDP since the establishment of the Department of Revenue Administration has increased over the years can be regarded as positive results of the studies carried out on this subject. In the study, the relevant literature and empirical studies were reviewed. In the first part, historical development of taxation and basic concepts about taxation were investigated. In the second part, the theoretical structure of tax compliance has been examined. In the third part of the study, tax compliance was assessed in the Turkish Tax System.
