Artan nüfus ve sanayileşme enerji talebinin artmasıyla sonuçlanmış ve fosil yakıt kullanımı artmıştır. Ülkelerin ekonomik anlamda varolmaları ve gelişmeleri enerji ile mümkündür. Enerji ithalatçısı ülkeler açısından artan enerji ithalatı, enerji arz güvenliği ve büyük bütçe açıkları sorunlarını arttırmaktadır. Aynı zamanda fosil yakıtlara dayalı üretim ve tüketim artışı hem bu kaynakların rezervlerinin sınırlı olması hem de bu yakıtların kullanımının başta küresel ısınma olmak üzere pek çok soruna yol açması nedeniyle özellikle 1980’lerden sonra kalkınmanın sürdürülebilirliğinin giderek daha da önem kazanmasına yol açmıştır. Sürdürülebilir kalkınma, enerji alanında da enerji verimliliğinin, yenilenebilir enerji kaynaklarına dayalı üretim ve tüketimin arttırılması gibi bazı dönüşümleri gerekli kılmıştır. Yenilenebilir enerji kaynaklarının gelişimi ve yaygınlaşmasının önünde mevcut ekonomik sistem, fosil yakıtların maliyet avantajları vb. gibi pek çok engel bulunmaktadır. Bu engellerin aşılmasında devletlerin belirliyici rol üstlenmeleri gerekliliği, yenilenebilir enerji kaynaklarına yönelik pek çok destekleme mekanizmasının giderek artan sayıda ülke tarafından uygulanmasıyla sonuçlanmıştır. Vergisel teşvikler de hem Avrupa Birliği (AB) ülkeleri hem de dünyada bu teknolojileri desteklemek amacıyla yaygın olarak kullanılmaktadır. Çalışma da sürdürülebilir kalkınma boyutuyla yenilenebilir enerjiye yönelik AB mevzuatı ve üye ülkelerde uygulanan vergisel teşvikler ele alınmakta, Türkiye bu ülkelerle karşılaştırılmaktadır. Tezin amacı enerji ithalatçısı durumunda bulunan Türkiye’nin yenilenebilir enerji kaynaklarının gelişimine yönelik uyguladığı politikaların genel anlamda değerlendirilmesi, bu enerji kaynaklarına yönelik vergisel düzenlemelerin incelenmesi ve bu anlamda varolan eksikliklere çözüm önerisi getirilmesidir. Tezde literatür incelemesi yapılmış, Türkiye ve AB ülkelerinde uygulanan politikaların sürdürülebilir kalkınmadaki etkisi, sayısal veriler ve yasal düzenlemeler temel alınarak karşılaştırılmıştır. Increasing population and industrialisation has resulted in an increased energy demand, and the use of fossil fuel has soared. The economic existence and development of any country is possible with energy. In terms of energy importer countries, the increased energy imports boost the problems of the security of the energy supply and huge budget deficits. At the same time, the fossil fuel based production and consumption increases caused the importance of the sustainability of development to increase particularly in the 1980s as fossil fuel resources are limited and as the use of these fuels causes various problems among which global warming is the most crucial. Sustainable development has necessitated some transformations such as increases in energy efficiency, and production and consumption based on renewable energy resources. In front of the development and proliferation of renewable energy resources there are numerous obstacles such as existing economic system and cost advantages of fossil fuels. The necessity of taking decisive roles in overcoming these obstacles by the government has resulted with the application of various renewable energy related support mechanisms by increasing number of countries. In order to support these technologies, tax incentives are widely utilised both in the European Union (EU) and in the world. In the study, the renewable energy legislation in the EU in terms sustainable development and the tax incentives in member countries are examined and these countries are compared with Turkey. The aim of the dissertation is the assessment of the policies of renewable energy resources in Turkey that is a net energy importer; is the examination of tax regulations in terms of these energy resources, and is the development of a solution for existing deficiencies. Throughout the dissertation, a literature review is made, and the effects of the policies applied in Turkey and in the EU are compared in the basis of quantitative data and legal regulations.
