Bağımsızlığını yeniden kazanan Azerbaycan'da demokrasiye geçiş süreci önemli konulardan birini oluşturmaktadır. 70 yıllık totaliter baskıcı rejimden kurtulan ülke için bu sürecin çok sancılı geçmesi ve uzun yıllar alması kaçınılmazdır. Demokrasiye geçiş sürecinin en önemli göstergelerinden biri bireylerin siyasal yaşama katılım düzeyidir. Bu açıdan siyasi partiler çok önemli işleve sahipler. Bireylerin siyasi açıdan sosyalleşmesi, siyasal yaşama katılım oranının yükselmesi ve en önemlisi devlet-vatandaş ilişkilerinin derinleşmesi açısından siyasi partiler tartışmasız çok büyük önem taşımaktalar. Azerbaycan'da siyasi partilerin siyasal katılım ve demokrasinin gelişimi açısından yaptıkları çalışmaların boyutu bu tez çalışmasında incelenmiştir. Ülkede faaliyette bulunan parti sisteminin tarihi gelişimi, demokrasiye geçiş aşamasına katkıları, partilerin seçimlerde aldıkları sonuçlar, halkın partilere olan güven ve desteği araştırmanın temel konularını oluşturmaktadır. Tez çalışması kronolojik olarak 1900-2013 yıllarını kapsamaktadır. Üç bölümden oluşan tezin birinci bölümünde, Çarlık ve Azerbaycan Halk Cumhuriyeti döneminde Azerbaycan'da siyasal partilerin oluşum ve gelişim süreçleri kendine özgü özellikleri dikkate alınarak incelenmiştir. Tezin ikinci bölümünde, SSCB döneminde Azerbaycan'da mevcut olan tek partili totaliter parti sisteminin (Azerbaycan Komünist Partisi'nin) siyasi uygulamaları incelenmiştir. Tezin üçüncü bölümünde, Azerbaycan bağımsızlığını kazandıktan sonraki dönemde ülkede oluşan ve günümüzde de gelişmeye devam eden siyasal parti sistemi çeşitli açılardan incelenmiş ve değerlendirilmiştir. Tez çalışmasının sonuç kısmında ise elde edilen bilimsel sonuçlar ve öneriler ortaya konulmuştur. The transition process to the democracy in Azerbaijan, which regained its independence, contains one of the important issues. For the country that has survived the 70 year totalitarian repressive regime, it is inevitable to note that this process has been very painful and taken many years. One of the most important indicators of the democracy transition period is the participation level of individuals in political life. Political parties play a key role in this respect. They are being considered undoubtedly of great importance in terms of political socialization of individuals, increasing their participation in political life, and most importantly deepening of citizen-state relations. The volume of the work that the political parties have done in political participation in Azerbaijan and the development of democracy has been researched in this thesis. The historical development of the party system operating in the country, the activities during the democracy transition period, the result indicators of the parties in elections, people’s trust and support to the parties contains the main issues of the research. Thesis work chronologically covers the years 1900-2013. In the first part of the thesis which consists of three chapters, the formation and development processes of political parties in Azerbaijan during the period of Tsarist and Azerbaijan People's Republic have been examined by taking into account their specific characteristics. In the second part of the thesis, the monopolistic and totalitarian party system which existed in Azerbaijan during the period of USSR and the political practices of Azerbaijan Communist Party were examined. In the third part of the thesis, the political party system which is formed in the country after the victory of independence of Azerbaijan and today’s stable development has been examined and evaluated from various angles. In the conclusion of the thesis study, the scientific results and suggestions obtained by the researcher are presented.
