Türkiye’nin en büyük ticari ortaklarından birisi olan Avrupa Birliği (AB) ile ticaretinde kur ayarlamaları yoluyla yapılan devalüasyonun kısa ve uzun dönemli etkilerinin bilinmesi, rekabet gücünü belirleyen fiyat ve dışı faktörlerin ortaya konulması açısından önemlidir. Bu çalışmanın temel amacı, 1994-2016 döneminde reel döviz kurundaki değişimlerin Türkiye-AB ticareti üzerindeki kısa ve uzun vadeli etkilerini J eğrisi analizini kullanarak araştırmaktır. Araştırma kapsamında ticaret dengesi, reel döviz kuru ve GSYİH değişkenleri arasındaki ilişki incelenmiş ve sırasıyla birim kök testleri (ADF, PP ve KPSS), Johansen Eşbütünleşme Testi, Vektör Hata Düzeltme Modeli ve Granger Nedensellik Testi uygulanmıştır. Yapılan Johansen Eşbütünleşme Testi sonucuna göre, değişkenler arasında uzun dönemli bir nedensellik ilişkisi olduğu bulunmasına rağmen, eşbütünleşme vektörü katsayısının negatif işaretli olduğu tespit edilmiştir. Değişkenler arasındaki ilişkinin yönünü tespit etmek amacıyla uygulanan nedensellik testi sonucunda ise, reel döviz kurundan ticaret dengesine doğru tek yönlü bir nedensellik bulunmuştur. Elde edilen bulgular, Türkiye-AB ticaretinin döviz kurundaki değişimlerden etkilendiğini göstermektedir. Ancak, kurdaki reel değer kaybının hem kısa ve hemde uzun dönemde ticaret dengesi üzerinde negatif ve istatistiksel olarak anlamlı bir etki bıraktığı tespit edilmiştir. Bu durum J eğrisi analizi açısından kısa dönem etkisi ile uyumluyken, uzun dönem etkisi ile uyumlu değildir. Bu sonuç, Türkiye’nin AB ile olan ticaretinde sadece devalüasyona ve fiyat rekabetine dayalı bir politikanın etkili olmayacağını ve fiyat dışı faktörlerin önemini göstermektedir. It is important to reveal the price and non-price factors that determine the competitiveness of Turkey. The short and long term effects of the devaluation made through exchange rate adjustments are crucial elements in terms of the price competitiveness. The main aim of the study is to examine the short- and long-run effects of the real exchange rate changes on Turkey-EU trade through the J Curve effect analysisin 1994-2016 period. Within the scope of the study, the relationship among the balance of trade, real exchange rate and GDP are examined and the unit root tests (ADF, PP and KPSS), Johansen Cointegration Test, Vector Error Correction Test and Granger Causality Test are applied respectively. According to the results of Johansen Cointegration Test, although a long-run causality relationship is found between the variables, it is determined that the coefficient of cointegration vector has a negative sign. As a result of the causality test applied for determining the direction of the relationship between the variables, a one way causality -from the real exchange rate to the balance of trade- is found. The findings reveal that the Turkey-EU trade is affected by the changes in the exchange rate. However, it is determined that a real decrease in the value of exchange rate has a negative and statistically significant effect of the balance of trade both in the short- and long-run. While these findings are compatible with the J curve analysis in the short-run effect, it is not compatible with the long-run effect. Consequently, the findings reveal that those policies based only on devaluation and price competition would not be efficient on Turkey-EU trade and that more emphasis should be given to thenon-price factors.
