Bu konunun seçimi Musul Kenti'nin ve onu içine alan arkeolojik alanların tarih boyunca insanlığın görmediği şekilde terör örgütü IŞİD’in eliyle en iğrenç yıkım, imha ve tahribat çeşitlerine maruz kalmasının ardından gerçekleşti. Malumdur ki arkeolojik malzeme ve tarihi yapılar sanatsal, estetik, tarihi, kültürel ve insani değerler taşımaktadır. Eserlerin restorasyonunun amacı; restorasyon sürecini oldukça uzmanlaşmış faaliyetlerden kabul eden yasalara ve antik eserlerin korunması için uluslararası sözleşmeler tarafından yapılan tavsiyelere göre korumanın yanı sıra, bu eserlerin estetik, sanatsal ve tarihi değerlerini ortaya çıkarmaktır. Bu işlemlerin, bu arkeolojik yapıların bekalarının mimari ve sanatsal ayrıntılarıyla devam etmesini sağladığı göz önüne alındığında, hasar görmüş veya tamamen yıkılmış parçalara sahip olan arkeolojik yapıların yeniden inşası ve bu yapıların korunması süreci restorasyon alanında en önemli ve en hassas işlemlerden biridir. Bu işlemler veya icraatlar ya yıkılmış parçalar veya parçalanmış parçalar ya da çok uzak olmayan zamanlarda kaybolmuş parçalar ile ilgilidir. Genel olarak, yeniden yapma ya da yeniden inşa etme, arkeolojik ya da tarihi yapının parçalarını yeniden birleştirmek ve yapının orijinal şeklini geri kazandırmak için tamamını ya da bir kısmını (onun büyük bir parçasını) yeniden oluşturmaktır. Yeniden inşa etme işlemleri genellikle tamamen ya da kısmen tahrip olan arkeolojik yapıların ve tarihi alanların uğradığı depremler, sel baskınları, yangınlar ve savaşlar gibi felaketlerle ilişkilendirilir. Musul'un eserlerinin başına gelen şey de budur ve bu işlemler, yapının şekli, tarzı ve detayları ile ilgili sağlam araştırmalara ve doğru belgelere dayanarak gerçekleştirilir. Buna göre, tez, arkeolojik yapıların ve tarihi alanların korunmasında yeniden inşa etme süreçlerinin rolünü, araştırmaya dayalı düşünceyi açıklayan ve onu destekleyen karşılaştırmalı analitik bir yaklaşımla açıklamaktır. Araştırma şunları tartışmaktadır: Birinci Bölümü, tarihi açıdan en önemli keşifler, arkeolojik alanların maruz kaldığı yıkım yöntemleri ve başlarına gelen yıkımın oranı ve bunların her bir bölge için ayrı ayrı izah edilmesi oluşturur. İkinci Bölümde, genel olarak bakım ve restorasyon işleri ile arkeolojik yapıların ve tarihi alanların yeniden inşa süreçlerinin biçimleri ve karakteri açıklanmıştır. Kültürel mirası ve eserleri koruma konusunda en göze çarpan uluslararası çabaları, Irak'ın kültürel mirasını korumak için UNESCO'nun en önemli ortak girişimleri, BM Güvenlik Konseyi kararı ve yeniden inşa işlemlerinin kuralları ve sınırlamaları ortaya konmuştur. Üçüncü Bölümde yeniden inşa sürecinin ihtiyaçları, yeniden inşada farklı eğilimler ve arkeolojik yapıların ve tarihi yerlerin yeniden inşa sürecinde kullanılan en önemli periyodik ve teknik prosedürleri ele alınmıştır. Bu prosedürler, Musul Kenti'nin ve eserlerinin maruz kaldığı yıkım biçimine benzer bir şekilde dünyanın çeşitli bölgelerinde yıkılmış olan antik yapılar üzerinde bilfiil yapılan bazı pratik restorasyon uygulamalarını içermektedir. The subject of this thesis work confirmed once Mosul and neighbouring archaeological sites were exposed to the most disgusting destruction, extermination and devastation types by terrorist organization ISIS which mankind has never experienced in any stage of the history. As known very well, the archaeological artefacts and buildings hold artistic, aesthetic, historical and humanitarian values. The objective of the restoration works is to protect the artefacts in accordance with the laws and recommendations offered by the international agreements as well as to reveal the aesthetic, artistic and historical values of these artefacts. Considering the fact that these operations ensure the survival of archaeological sites with their architectural and artistic details, reconstruction of the archaeological buildings that got ruined partially or completely as well as the protection of these buildings is one of the most significant and delicate operations in the field of restoration. These works and operations are related either to the ruined or cracked parts or parts that got lost recently. Rebuilding or reconstruction generally means reintegration of the parts of the archaeological or historical building and reformation of the whole or some part of the building (biggest part of it) to give the building its original shape. Reconstruction works are usually associated with the disasters like earthquakes, floods, fires and wars that wholly or partly destructed archaeological sites were exposed to. That is exactly what happened to the artefacts of Mosul and these works are conducted based on the solid researches on the shape, style and details of the building as well as on officially approved documents. The objective of this work is to identify the role of reconstruction processes in protection of archaeological sites and historical buildings through a perspective based on research as well as with supplementary comparative analytical approach. Following the introduction, the study discusses the issues below: The first section of the study elaborates the destruction that the archaeological sites were exposed to, the percentage of the destruction as well as how this destruction was conducted for each site exclusively The second section explains the methods and types of the reconstruction processes as well as the nature of the maintenance of the archaeological buildings and historical sites. This section also clarifies the most significant international efforts of protection of the cultural heritage and artefacts, the most important joint projects of UNESCO to conserve the cultural heritage of Iraq, the UN Security Council resolution as well as the norms and limitations of reconstruction processes. The third section discusses the requisites of reconstruction processes, various approaches in reconstruction as well as the most significant periodical and technical procedures in reconstruction of archaeological buildings and historical sites. These procedures involve the actual and practical restoration works conducted on the archaeological sites in various parts of the world that experienced similar destruction as Mosul and its archaeological artefacts were exposed to. Several samples and international applications are also mentioned to derive some conclusions and to offer recommendations.
