Günümüzde, teknoloji ve yenilikler ülkeler arasındaki ekonomik gelişmişlik farklarının anlaşılmasında temel unsur haline gelmiştir. Teknolojinin ülkeler arasındaki ekonomik gelişmişlik farklarını ölçmede kullanılması ise İngiltere'deki sanayi devrimi ile ortaya çıkmaya başlamıştır. Her ne kadar, klasik iktisat görüşünde teknoloji hiçbir maliyet ödemeden bir kesimden diğer bir kesime aktarılması mümkün olan bir mal olarak alınsa da, teknolojiyi bilgi olarak gören yaklaşımda, teknoloji transferi ve teknoloji geliştirme yeteneğinin kazanılması Ar-Ge ve yenilik süreçleriyle birlikte oluşabilen bir sosyal yetenek şeklinde ortaya çıkmaktadır. Teknoloji ve sosyal yetenek düzeylerini de dikkate alarak ülkelerin ekonomik gelişmişlik farklarını ortaya koymaya çalışan pek çok yazardan bir kaçı da Alexandre Gershenkron, Moses Abramovitz ve Paul A. David olmuştur Gershenkron (1962), bazı gelişmiş ülkelerin geçmişteki ekonomik gelişme süreçlerinden yola çıkarak tüm gelişmekte olan ülkeler için oluşturduğu ekonomik gelişme şemalarında, ekonomik gelişme için önden gidenin teknolojik olarak yakalanması gerektiğini, bunun için de sosyal yeteneğin gelişmiş olması gerektiğini belirtmektedir. Abramovitz (1986) ise, teknolojik yakınsama ve sosyal yetenek gelişiminin beraberce gerçekleştiğinivurgulamaktadır. David'in, ilk olarak 1985 yılında yayınlanan makalesinde ortaya attığı Patika Bağlılığı yaklaşımına göre ise teknoloji geliştirme sürecinin patika bağlısı bir yolla ilerlemesi çok uzun süre almakta, böylece önden gidenlerin yakalanması hem uzamakta, hem de zorlaşmaktadır. G. Kore örneğinde kurbağa sıçrayışı yoluyla kimi safhaların sıçranması suretiyle teknoloji geliştirme yeteneğinin elde edilmesi sürecinin hızlandırıldığı anlaşılmaktadır. Bu şekilde, ilk yerli otomobil kısa sürede oluşturulabilmiş ve teknoloji geliştirme yeteneği elde edilebilmiştir. Günümüzde Güney Kore, hem gelişmiş bir ekonomiye, hem de gelişmiş bir otomobil sanayine sahiptır. G. Kore otomobil sanayi, üretim ve ihracat rakamlarıyla küresel bir aktör haline gelmiştir. Türkiye ise, otomotiv sanayinde patika bağlısı bir teknolojik gelişme ve teknoloji ithali yolu izlemiştir. Nitekim 1960 yılından beri otomotiv sanayi, hep teknoloji transferi ve lisans antlaşmaları yolu ile, yurt dışı otomotiv markalarının kimi ürünlerinin Türkiye'de montajı ve üretimi ile gelişimini sürdürmüştür. 1983 yılı sonrasında, ithal ikamesine dayalı patika bağlısı gelişme yolu terk edilerek, ihracata dayalı büyüme modeli tercihi ile ekonomide yeni bir patika oluşturulmak istenmiş, ancak teknoloji geliştirebilme yeteneğini elde etmeye yönelik tüm çabalara karşın, teknoloji transferine dayalı teknolojik ve ekonomik gelişme patikasına iv bağlı kalınmıştır. Türkiye'nin otomotiv sanayi gelişme tarihinde, ilki 1961 yılında Devrim otomobili prototibinin imali ile, ikincisi Anadol otomobilinin üretimi ile olmak üzere iki kez teknolojik sıçrama yaparak yerli otomobil üretmeye başlanmak istenmiştir. Anadol otomobili ile kısmen başarılı olunmuş ise de, başlangıçta ilk yatırım maliyetini düşük tutmak için fiberglas kaporta seçilmiş fakat bu şekilde bir müddet süren üretim ve ürün satışlarıyla elde edilen sermaye birikimi, sac kaportalı araç üretimi sürecine aktarılamamıştır. Böylece, oluşturulan teknoloji transferine dayalı büyüme ve ekonomik gelişme patikasına bağlı kalınmış, daha doğrusu sğırlıklı olarak lisans antlaşmaları ile teknoloji transferi yolu tercih edilmiştir. 1990'lı yıllarda Türkiye'nin Ulusal Yenilik Sistemini oluşturmaya yönelik girişimler başlamış, bu çabalar 2000'li yillarda artarak sürmüştür. Ar-Ge faaliyetlerinin desteklenmesine yönelik yasal altyapı oluşturulmuş ve GSYH'dan Ar-Ge harcamalarına ayrılan pay artırılmaya çalışılmıştır. Ancak, tüm çabalara karşın teknoloji transferine dayalı ekonomik gelişme süreci devam etmiştir. Güney Kore çok kısa sürede Ulusal Yenilik Sistemini oluşturabilir ve otomotiv sanayinde teknoloji geliştirme yeteneğini kazanabilmişken, Osmanlı İmparatorluğu döneminde 1884 yılında Sultan II. Abdülhamituranmışt tarafından verilmiş olan yerli otomobil imali emri yerine getirilememiş, 1961 yılında Devrim otomobili imali süreci de hüsranla sonuçlanmıştır. Böylece teknoloji transferine dayalı bir otomotiv sanayi oluşmuş ve 2000'li yıllara kadar gelinmiştir. 2013 yılı Ekim ayında açıklanan ve yerli otomobil üretme yolunda imal edilmiş prototiplerin kamu oyuna tanıtımından anlaşıldığı üzere, Türkiye G. Kore'nin teknoloji geliştirme yolunu izlemeye çalışmaktadır. Zira G. Kore, ilk yerli otomobilini üretirken nasıl karbiratörlü otomobil yerine, o yıllarda yeni yeni gelişmekte olan enjeksiyonlu otomobili tercih ettiyse, Türkiye'de, enjeksiyonlu ve benzin tüketerek çalışan otomobil yerine elektrikli otomobili tercih etmiştir. Geleceği okuma yolunda, G. Kore gibi davranılmış ve bizce Uçan Kazlar yaklaşımının belirttiği bir teknolojik ve ekonomik gelişme yolu izlenmiştir. Ancak otomotiv sanayinde, Türkiye'nin kendi yolunu çizmesi ve kendi teknoloji geliştirme patikasını oluşturması daha arzu edilir bir durum olarak ortaya çıkmaktadır. Today, technology and innovations have become the basic elements in determining the differences in the economic developments between the countries. Utilization of technology in measuring the economic development differences between the countries began to come into existence with the industrial revolution in England. Although the classic economic opinion views technology as a product which could be transferred from one section to another without any cost, in the approach which views technology as knowledge, transferring of technology and gaining the ability to develop technology, became a social capability, together with R&D and the innovation processes. Alexandre Gershenkron, Moses Abromovitz and Paul A. David are among some of the numerous authors who tried to determine the differences in the economic development, by taking into account the technology and the social capability levels, of the countries. Gershenkron (1962), in the economic development charts prepared, for all the developing countries based on their previous economic development processes, states that all the leading country’s technological developments need to be achieved, and social capability should be developed for this matter. Abramovitz (1986) emphasizes that catching up of the advanced technologies and the development of the social capability go hand in hand. David’s first article, published in 1985, states that the development of technology takes a long time when constrained to a path according to the Path Dependency approach, and this makes catching up with those in advance a long time, and is difficult. As can be seen in the leapfrogging method applied in the South Korean model, leaping over certain stages expedites the attainment of the technology development skills. With this way, first local automobile was manufactured in a very short time and technology development skill was attained. Today, South Korea has an advanced economy and a thriving automotive industry. The South Korean automotive industry, with its production and export figures has become a global player. Whereas, Turkey has adopted a path dependent technological development in the automotive industry and the import of technology. As a matter of fact, since 1960, Turkey has continued to develop its automotive industry through technology transfer and license agreements by assembling the parts of certain foreign brands and manufacturing these vehicles in Turkey. After 1983, Turkey abandoned this import substitute development model, and preferred the export based growth model and wanted to create a new path in the economy. However, in spite of the efforts to develop technological capability, it remained depended to the economic development with transfer of technology. In the automotive industry development history of Turkey it made two leaps efforts. First in 1961 with the prototype production of the Devrim brand automobile and the second with the production of Anadol brand automobile. Although Turkey was partly successful with the production of Anadol, since fiberglass was selected to be used in the manufacturing of the chassis to keep the costs low, production continued in this manner until capital was gained from the process and with the transfer of accumulated capital was not realised to the manufacture of local vehicles with metal chassis. In this manner Turkey remained loyal to the economic path based on technology transfer and economic growth, more precisely license agreement and the technology transfer method was preferred. In the 1990’s efforts were initiated in Turkey to establish the National Innovation System and these efforts continue in the years 2000 in an increased manner. Legal basis were established to support R&D efforts, and to increase the allocations for the Gross Investment and R&D expenditures. However, in spite of all these efforts, the economic development process based on technology transfer continued. While South Korea was able to constitute its National Innovation System within a short period of time and gained its technology development skills in the automotive industry, the order issued by the Sultan Abdulhamit II in 1884 for the production of a local vehicle was not fulfilled and the assembly of the Devrim automobile prototype transition process of mass production of local automobile in 1961 ended in disappointment. Thus, an automotive industry based on technology transfer was established and is continuing in the years 2000 as well. From the presentation of the local prototype vehicles in October of 2013 for the production a local automobile, Turkey is trying to copy the technological development method of South Korea. Like South Korea when producing its first local automobile it preferred to manufacture an innovative vehicle with direct injection instead of a vehicle with carburetor, Turkey has selected an electric vehicle instead of the conventional type. On the road to reading the future we behaved like the South Koreans and we are pursuing a technological and economic development which implies the Flying Geese approach. However, Turkey to establish its path and to establish the technology development track appears to be the most desired method in the automotive industry.
