Bu çalışmada, Süleyman Demirel Dönemi (1965–1971), Adalet Partisinin iktidarda olduğu süre boyunca eğitim alanındaki hedeflerinin, planlarının neler olduğu, Parti ve Hükûmet programları, Birinci ve İkinci Beş Yıllık Kalkınma Planları, VII. ve VIII. Millî Eğitim Şûra'larında alınan kararlar doğrultusunda izlediği eğitim politikalarının Türk basınına nasıl yansıdığını belirlemek ve değerlendirmek amaçlanmıştır. Bu dönemde, ilköğretimi ülkenin her köşesine götürmek, düşük olan okur-yazar oranını yükseltmek en başta gelen amaçlardan biri olmuştur. Eğitimde fırsat ve imkân eşitliğinin sağlanması ve daha fazla köy çocuğunun ilköğretimden yararlanması amacıyla sayısı 42'ye çıkarılan bölge okullarının, 37 tanesi Güneydoğu ve Doğu Anadolu Bölgesinde bulunmaktadır. İlköğretimde kaliteyi artırmak amacıyla 1968 ilkokul programı hazırlanmıştır. Ortaöğretimde parasız yatılı öğrencilerin %80'i köy çocuklarından seçilerek fırsat ve imkân eşitliği sağlanmaya çalışılmıştır. Sınıf geçme ve imtihan yönetmeliğinde değişiklik yapılarak sınıf geçme yerine, ders geçme sistemi kabul edilmiştir. Sanayi toplumuna geçişte önemli olan, üç yıllık endüstri meslek liseleri, teknisyen yetiştiren dört yıllık teknik okullara dönüştürülmüştür. Bu dönemde, üniversiteler kanunu ve özerklik tartışılmıştır. Daha fazla lise mezununun üniversite eğitiminden yararlanması amacıyla, gündüz öğretimine alternatif olarak ilk defa Dil ve Tarih Coğrafya Fakültesinde gece öğretimine başlanmış, diğer üniversitelerde de uygulamaya geçilmiştir. Yükseköğretimde ek kapasite yaratma amacıyla açılan özel yüksekokulların açılmasının Anayasa'ya aykırı olduğu öne sürülmüştür. 1971'de "Özel Okullar Kanunu"nun özel yüksekokullar ile ilgili maddeleri iptal edilerek bütün özel yüksekokullar devlet üniversitelerine bağlanmıştır. Sanayinin ihtiyaç duyduğu, teknik eleman yetiştiren, Yüksek Tekniker Okulları Devlet Mühendislik ve Mimarlık Akademilerine dönüştürülmüştür. Öğretmenlerin ekonomik ve sosyal güvenliklerini sağlamak amacıyla Devlet Memurları Kanunu'nda düzenleme yapılarak öğretmenlerin mali ve özlük hakları iyileştirilmiştir. Öğretmenlerin haklarını aramak için faaliyet gösteren öğretmen sendikaları TÖS, MÖB ve İLK-SEN siyasi partilerin birer yan kuruluşu hâline gelmiş, asıl amaçlarından uzaklaşmışlardır. This study seeks to determine and evaluate what educational plans and targets the Justice Party had during the first era of Süleyman Demirel (1965-1971) and aims to determine how the educational policies they followed in accordance with the first and second five year development plans, the party and government programme and the resolutions taken at the 7th and 8th Educational Councils reflected on the Turkish Media. The primary goal over this term was to spread primary education all over the country, and raise the rate of literacy, which was low then, to satisfactory levels. The number of regional boarding schools was raised to 42, 37 of which were located in the East and South East Anatolia, in order to create equal opportunities in the field od education and in order for more children in the countryside to have access to primary education. 1968 primary school programs were created in order to enhance quality in primary education. 80 % of the students studying at public boarding schools were selected from among children living in the rural areas in order to level the playing field in education. An amendment was made in regulations for passing a grade level and for passing examinations and course passing replaced grade level passing. The Three Year Industrial Vocational High Schools, which were important to transforming a society into an industrial one, were modified as four year technical schools. Law on universities and autonomy in education were discussed over this term. For the purpose of creating access to higher education for more high-school students, evening classes were opened at Faculty of Languages, History and Geography for the first time and some other universities began to adopt this. Some claimed that private higher schools, which were opened in order to create extra capacity at tertiary education, were unconstitutional. In 1971, the articles of " private education law" related to private higher education were abolished and all private higher schools were taken over by the state. Higher Technical Schools, which trained technicians for industry, were changed into State Engineering and Architectural Academies. Legislative regulations were made in the Public Servants Law in order to improve financial and personal benefits. Teachers' Unions, TÖS, MÖB and İLK-SEN, which were supposed to work and struggle for better rights for teachers, became subsidiary organizations to political parties, sidetracking from their original aims.
