Küreselleşme, rekabet koşulları, teknolojik gelişimler; esnek organizasyon, esnek üretim ve esnek çalışma gibi kavramları gündeme getirmiştir ve esneklik olgusu çalışma hayatında son yıllarda önemli görülen konulardan birisi olarak ortaya çıkmıştır. Bu doğrultuda çalışmada Türk kamu kurum ve kuruluşlarında uygulanmakta olan sabit çalışma politikaların incelenip modern yönetim yaklaşımlarına dayalı esnek çalışma sistemleri ve saatlerinin kamu kurum ve kuruluşlarında uygulanabilirliğinin Isparta ölçeğinde ortaya konulması amaçlanmaktadır. Çalışmada gelecek için hazırlanacak altyapıya önemli katkılar sağlaması düşüncesiyle özellikle kamu personelinin mevcut çalışma saatlerine yönelik tutumları, esnek çalışmanın; kadınların çalışma yaşamına katılımında, iş-hayat-aile dengesinde, personel ve kurum verimliliğinde etkisi sorgulanmaktadır. Saha çalışması Isparta ili dâhilinde bulunan 21 kamu kurum ve kuruluşunda yapılmıştır. Bu kamu kurum ve kuruluşlarında yönetici mülakatları ve kamu personel anketleri ile iki boyutlu araştırma yapılmıştır. Birinci boyutta esnek çalışma saatleri uygulaması konusunda yönetici mülakatları olup ikinci boyutta ise kamu personeline konu hakkında genel bilgi, tutum ve davranışlarını ölçme amaçlı anketler dağıtılmıştır. Yöneticilere yöneltilen sorular bağlamında ortaya çıkan sonuç; kurumlarda çoğunlukla esnek çalışma sisteminin uygulanmadığı ve çalışanların mevcut çalışma saatlerinden memnun oldukları yönünde görülürken ancak yine de daha fazla yöneticinin şayet uygulanabilirliliği gerçekleştirilebilirse esnek çalışma saatleri ile olumlu sonuçlar alınabileceğini düşünmeleridir. Sahada çalışma yapılırken çalışanlar bağlamında karşılaşılan en önemli bulgu ise, yönetici düşüncelerine paralel bir biçimde çalışanların mevcut çalışma saatlerini çoğunlukla memnuniyetle karşılaması ancak yine de eğer esnek çalışma saatleri uygulamasına geçilirse bunun daha iyi verim sağlayacağının ifade edilmesidir. Özellikle daha ziyadesiyle kadın çalışanların erkek çalışanlara oranla konuya daha olumlu yaklaştıkları da görülmüştür. İnsanın sosyal bir varlık olması ve tüm çevresiyle ortak etkinliklerde bulunarak sosyalleşme ihtiyacı duymasından ötürü; esnek çalışma düzeni içerisinde bir iş hayatı bu ihtiyacın giderilmesinde kolaylık sağlayacaktır. Ancak çalışanlar içerisinde esnek çalışma uygulamasının dezavantajından daha çok avantajı olabileceği öngörüsünde bulunan çalışanlarda mevcut çalışma düzeni değişimini ve bu düzen dışına çıkmayı tercih etmemektedir. Globalization, competition conditions, technological advances have revived several terms like flexible organization, flexible production and flexible working and the term flexibility has recently become one of the most significant issues at working life. This study has the objective of investigating policies of flexible working hours implemented at Turkish public administrations and of demonstrating the practicality of the flexible working systems and hours based on modern management approaches at public administrations by considering the case of Isparta District. . In this study; with the thought of the significant contribution to the infrastructure that will be prepared for the future, especially the attitudes of civil servants regarding current working hours, flexible working are explored on the impact of participation of women in working life, work-life-family balance and the productivity of staff and administration. The field work comprised 21 public institutions within the borders of Isparta District. Interviews with managers, surveys with staff as well as two dimensional researches have been conducted at these administrations. The first dimension involved the interviews with managers regarding the implementation of flexible working hours while the second dimension involved the surveys for civil servants on their attitudes regarding the issue. The conclusion in the context of the questions addressing the management; it is seen that the flexible working system is not mostly put into practice and the staff are pleased the current working hours, however more management think that with the flexible working hours, if its practicability can be carried out, positive results will be able to get. From the context of the civil servants, the most significant finding of the field work, in parallel of the management thought, is that civil servants mostly expressed their satisfaction regarding the current working hours while they also expressed that if flexible working hours are put into practice, it will boost the productivity. Especially, at more, it is seen that the women staff have more positive attitude to the issue than men. As human beings are social creatures and they need to satisfy their social needs by taking part in common activities, a working life in flexible working routine will provide great convenience for resolving of this need. However, those from the staff who acknowledge that the advantages of flexible working hours far outweigh the disadvantages don't prefer the changing of current working routine and getting out of this routine.
