İşsizlik sorununa tarihsel ve sosyolojik açıdan yaklaştığımızda oldukça eski bir geçmişi olduğunu görmekteyiz. Kapitalist ekonomiler bağlamında işsizliğin, sadece son iki yüz yıllık geçmişi olduğunu söylemek mümkündür. Özellikle 1929 Ekonomik Buhranı'ndan sonra karşımıza çıkan işsizlik sorunu, devletlerin uğraşmak zorunda oldukları temel bir sorun halini almıştır. Türkiye'de, son yıllarda giderek derinleştiği görülen işsizlik sorunuyla neredeyse yarım yüzyıldır mücadele edilmektedir. 1960'lı yıllardan itibaren hazırlanan kalkınma planları içerisinde işsizlik ve istihdamla alakalı hedefler hep yer almıştır. Planlar çerçevesinde hedefler konulmuş ve bu hedefler doğrultusunda çeşitli istihdam politikaları uygulanmaya çalışılmıştır. Fakat genel ekonomik ve siyasi ortamında etkisiyle birçok planın hedeflerine ulaşılamamıştır. Özellikle 1980 sonrası dönemde işsizlik ağırlaşmış ve yapısal bir sorun haline gelmiştir. Son yıllarda ise işsizlik, bilhassa gençleri fazlasıyla etkilemekte ve hatta üniversite mezunu gençler arasında bile işsizlik giderek artmaktadır. Bu doğrultuda çalışmada Türkiye'nin günümüz işsizlik sorunu ve işsizlikle mücadele geçmişi ayrıntılı bir şekilde incelenmiştir. Üniversiteli gençler üzerinde yapılan anket çalışmasıyla üniversiteli gençlerin devletin işsizlikle mücadelesine bakışı ve devletten beklentileri saptanmaya çalışılmıştır. When we approach the problem of unemployment historically and sociologically, we see that it has a quite ancient history. In the context of capitalist economics, it is possible to say that unemployment is only the last two hundred years old. The problem of unemployment, especially after the economic depression of 1929, became a fundamental problem that governments had to overcome. Turkey has struggled for almost half a century with the problem of unemployment that has deepeed in recent years. Within the development plans prepared since the 1960s, there have always been the targets related to unemployment and employment. The targets have been sat in the framework of the plans and various employment policies were tried to be implemented in line with these targets. However, the targets of many plans was not be able to achieved because of general economic and political environment. Especially after 1980, unemployment has increased and has became a structural problem. In recent years, unemployment has particularly affected young people, and it has gradually increased even among graduated young people. In this study, Turkey's current unemployment problem and the struggle against to unemployment have been examined in detail. With a questionnaire survey on universty students, we tried to determine the university students view and their expectations from the state.
