Türk kamu sektöründe çalışan yöneticilere, son yasal düzenlemelerle, özel sektör kuruluşlarındaki emsalleri gibi yönetim takımlarının üyelerini kendileri seçme yetkisi verilmiştir. Ancak halkın algısına göre bazı yöneticiler kendilerine kamu sektöründe örgütsel ve yönetsel etkililik ve verimlilik sağlanması için tanınan bu yetkiyi, veriliş amacına uygun şekilde yüksek niteliklere sahip yöneticilerden oluşan ideal yönetici takımı oluşturmak için kullanmak yerine kayırmacı bir tutumla hareket ederek kendi adamlarını bir yere getirebilme fırsatı olarak kullanmaktadır. Eğer halkın algısı gerçeği yansıtıyorsa bu bağlamda hareket eden yöneticiler, sinerjik bir yönetici takımı çalışmasından elde edilebilecek muazzam yararlardan kendilerini ve tüm paydaşlarını mahrum bırakmakta, hatta kamusal zararlara neden olmaktadırlar. Bu araştırmada, Türk kamu yöneticilerinin yönetim takımlarına üye seçerken dikkat ettikleri faktörlere dair halkın algısının incelenmesi hedeflenmiştir. Bu amaçla halkın kamudaki yönetim takımı üyelerinin seçimi ile ilgili algıları değerlendirilmiştir. Araştırmanın evrenini Isparta il merkezinde yaşayan 18 yaş ve üzeri kişiler oluşturmaktadır. Araştırma kapsamında bu evrenden 400 katılımcıya ulaşılmıştır. Araştırmada, araştırmacı tarafından geliştirilen anket kullanılmıştır. Anketle halkın algısı; Liyakat Boyutu, Dışsal Etkiler ve Siyâset Boyutu, Güven ve Sadakat Boyutu, Okul ve Mesleki Çevre Boyutu, Etnik Köken ve Mezhep Boyutu, Temsil ve Kabiliyet Boyutu ve Akraba ve Hemşehricilik Boyutu olmak üzere 7 boyutta toplanan 54 ifade ile ölçülmüştür. Araştırmanın sonucuna göre katılımcılar Türk kamu yöneticilerinin yönetim takımlarını oluştururken en çok akraba ve hemşehricilik, dışsal etkiler ve siyâset, etnik köken ve mezhep faktörlerine dikkat ettiklerini; temsil ve kabiliyet ile liyakat kriterlerini esas almadıklarını düşünmektedirler. With the latest legal regulation, the authority of selecting their own management team members just like its private sector peers have been given to Turkish public sector administrators. But according to the public perception, some administrators make use of this authority that have been given to them for their use for organizational and administrative effectiveness and productivity in the public sector which instead of using properly to create the ideal administrative team of managers with high qualifications, they act with an unfair attitude and they use an opportunity to bring their own people to one place. If the public perception reflects the reality, administrators who act in this context deprive themselves and all their stakeholders from the tremendous benefits that can be gained from the work of a synergistic managerial team, they can even cause public harm. In this research, it was targeted to research the perception of the people while choosing candidates for their administration teams in Turkish Public Sector. For this purpose, public perception of the selection of members of the management team in the public was assessed. The scope of the research is composed of adults aged 18 and older living in Isparta province center. Within the scope of the research, 400 participants were reached. In the research, a questionnaire developed by the researcher was used. The perception of the public was measured with 54 expressions, collected on 7 dimensions: Meritocracy Dimension, External Influences and Political Dimensions, Confidence and Loyalty Dimensions, School and Occupational Environment Dimensions, Ethnicity and Sect Dimensions, Representation and Capability Dimensions and Relationship and Citizenship Dimensions. According to the results of the research, participants think that the administrators in Turkish public sector mostly pay attention to the criterias for creating the management teams: relationship and citizenship factors, external influences and political factors and ethnicity and sect factors but they do not take representation and capability factors and merit criteria into account.
