Bilimsel, toplumsal ve bireysel olarak farklı anlam ve öneme sahip olan ekonomi, devlet için de çok önemlidir. Devlet ekonomisinin bilançosu olan bütçe içerisinde büyük bir yere sahip olan kamu harcamaları devlet için ağır bir yüktür. Devlet ekonomisinin omuzlarındaki bu ağır yükü azaltacak olan model Kamu Özel Ortaklığıdır. Kamu Özel Ortaklığının tam olarak anlaşılamaması ve politik sebeplerle verimsiz ve faydasız olduğunun düşünülmesi karşılaşılan en büyük problemdir. Çalışmanın amacı da yakın zamanda Türkiye'de de kullanılmaya başlayan Kamu Özel Ortaklığı Model'inin kamu için faydalarını belirleyip araştırmacıların dikkatine sunmaktır. Dünyanın, gelişen yapısı ve kolaylaşan bilgi paylaşımı sayesinde algıda küçülmesiyle; kamu eliyle sunulan hizmetlerin yeni boyutlar kazanması, özel sektörün kamu hizmetlerinde uzmanlaşması ile kamu hizmetlerinin özel sektör ve kamu ortaklığı ile sunulması fikri güç kazanmış ve yoğun bir şekilde kullanılmaya başlanmıştır. Literatür taraması yapılarak, serbest piyasaya hâkim olan özel sektörün kamu hizmeti sunumunda da daha etkili ve verimli olacağı, ayrıca Kamu Özel Ortaklığının daha da geliştirilerek etkin bir şekilde kullanılması gerektiği sonucuna varılmıştır. Economy which has different meanings and significance in scientific, social and individual is also very important for state. Public spending has a great place is a heavy burden in the budget is balance sheet of state economy. Model, which will alleviate the burden on the shoulders of the state economy is the Public Private Partnership. Encountered the biggest problem of Public Private Partnership is not fully understood and is considered to be inefficient or useless with political reasons. The aim of this study is the Public Private Partnership Model recently utilize in our country too is to identify for Public benefit and biring to the attention of researchers. Due to worlds progressive structure and facilitate data sharing reduction in perception; to gain new dimensions of services presented with the hand of public, with specialization in puplic services by private sectors, public services submission with the care of partnership between public and private sector idea has gained strenght and has been used intensively. With the help of literature scanning, it has been made inferences that the private sector which dominant in open market would be more efficent and operative on public sector, furthermore it shows that further developed Public Private Partnership should be use more effectively.
