Soğuk Savaş dönemi sonrasında çeşitli yaklaşımlar ve gelişmeler çerçevesinde "kimlik" tartışmaları yeniden gündeme gelmiştir. Özellikle Avrupa Birliği de (AB) bu tartışmalar içerisinde yer almıştır. XXI. yüzyıla uzanan süreçte hem akademik ve hem de politik eksende; Avrupa'nın aidiyet unsurlarının neler olduğu, Avrupa kimliğinden neyin ya da nelerin anlaşıldığı, bu dönemde yeni "öteki"nin kim olduğu ve Avrupa kimliğinin "öteki" karşısında yaşadığı dönüşüm süreci, üzerinde durulan başlıca tartışma konuları olmuşlardır. Ancak AB haricinde, Avrupa adına kimlik temelli "biz" ve "öteki" tartışmalarının çok daha derin tarihsel ve sosyo-politik boyutlara sahip olduğu düşünülmektedir. Bu noktada da Avrupa kimliğinin farklı dönemlerde, farklı ötekilere karşı inşa edildiği görülmektedir. "Öteki"ne karşı "biz"in tanımlanması açısından, çalışmanın kuramsal açıdan arka planını oluşturan "inşacı yaklaşım" perspektifinden değerlendirildiğinde de, kimlik ekseninde Avrupa'nın bir dönüşüm süreci içerisinde olduğu belirtilmelidir. Bu çalışma, kimlik temelinde Avrupa'nın yaşamış olduğu dönüşümü tarihsel, politik ve kuramsal perspektiften analiz etmeyi/değerlendirmeyi amaçlamaktadır. Avrupa, Doğu ve Batı arasında özgün bir kimlik inşa etme amacında olsa da coğrafya ve kimlik açısından bazı problemlerle karşılaşmıştır. Bu karşılaşmalar, bir bakıma Avrupa'nın benlik mücadelesi olarak değerlendirilmektedir. Örneğin, İslam özelinde Doğu bir "öteki" olarak görülürken, Batı ekseninde de Amerika'ya karşı bir kimlik inşa amacının olması, bu mücadelenin farklı yönlere sahip olduğunu göstermektedir. Bununla birlikte gerek coğrafya gerekse de kimlik açısından Avrupa'yı Doğu'dan ve Batı'dan farklı kılan unsurların neler olduğu sorusu, kimlik eksenli tartışmaların bir başka boyutunu oluşturmaktadır. Tarihi ve politik arka plana sahip olan bu mücadele, çalışmanın ilk yönünü oluştururken, ikinci yönünü ise, içerisinde bulunduğumuz yüzyılda Avrupa kimliği inşasının karşısında yer alan dâhili ve harici engeller oluşturmaktadır. Discussions on "identity" came to the forefront again as a result of various approaches and developments in the aftermath of the Cold War period. Especially the European Union (EU) was involved in these discussions. In the period extending to the 21st century, primary topics of discussion in both academic and political settings were the components of belongingness to Europe, what was meant by the European identity, who was the new "other" of that period, and the transformation process of the European identity in the face of the "other". However, it is thought that identity-based "we" and "other" discussions on behalf of Europe, excepting the European Union, have much deeper historical and socio-political dimensions. At this point, it is clear that the European identity was constructed against different others in different periods. From a constructivist perspective, which constitutes the theoretical background of the study, on the definition of "we" against "other", it should be noted that Europe has been in a transformation process on the basis of identity. This study aims to analyze and evaluate the transformation experienced by Europe on the basis of identity from a historical, political, and theoretical perspective. Although Europe has aimed to build a unique identity between East and West, it has encountered some problems concerning geography and identity. These encounters are considered, in a sense, as the identity struggle of Europe. For example, East is an "other" to Europe within the context of Islam, but it also aims to build an identity against America within the Western world, which signifies that the struggle has different aspects. The question what are the components that distinguish Europe from East and West on the basis of geography and identity constitutes another dimension of identity-based discussions. This struggle having a historical and political background forms the first aspect of the study, while the second aspect deals with the internal and external obstacles to building a European identity within the century we are in.
