Sayıştaylar demokratik toplumlarda yer alan kurumsal yapının ayrılmaz bir parçasıdır. Parlamenter demokrasinin vazgeçilmez organları olan Sayıştayların görev ve yapıları ülkelerin hukuki geleneğine, kültürüne, bölgesel ilişkilerine, siyasi sistemlerine, tarihi gelişimine ve kullandıkları dile göre farklılıklar göstermektedir. Demokratik ülkelerde, bütçenin denetlenmesinden bağımsız yüksek denetim kurumları olan Sayıştaylar sorumludur. Sayıştaylar genel olarak kamu gelirlerinin nasıl harcandığını ve mali sistemin işleyişini kontrol etmede önemli bir rol üstlenmişlerdir. Tüm dünyada ve ülkemizde kamu mali yönetim sisteminde hızlı bir değişim sürecinin yaşanması, Sayıştayın görev ve sorumlulukları da arttırmış ve ülke Sayıştayları, kamu mali yönetimlerinin sağlıklı işleyebilmesi için kendilerini sürekli geliştirme ihtiyacı duymuştur. Bu çalışmada kamu mali yönetim sisteminde bazı seçilmiş ülke Sayıştayları ile Türk Sayıştayı analiz edilmiştir. Gelişmiş ve gelişmekte olan ülke örnekleri çerçevesinde Westminster modeli ve Kurul modeli Sayıştaylar incelenmiştir. Fransa, Birleşik Krallık, Güney Afrika ve Brezilya Sayıştayları incelendiğinde denetim türlerinin çeşitlilik gösterdiği görülmektedir. Türk Sayıştayının uluslararası ilişkiler çerçevesinde, Sayıştayların uluslararası ve bölgesel organizasyonları ile sıkı bir işbirliği içerisinde olduğu görülmüştür. Türk Sayıştayı tarafından yapılan denetimler ve diğer görevleri incelendiğinde, gerekli niteliksel şartları taşıdığı fakat bu niteliksel şartların geliştirilebilmesi için diğer ülke Sayıştay üyelerince yapılacak denetimlerin Türk Sayıştayının gelişmesinde önemli katkılar sağlayacağı anlaşılmıştır. Sonuç olarak ülke Sayıştaylarının dinamik bir yapıya sahip olduğu anlaşılmış ve Türk Sayıştayına ise iyi uygulamalar çerçevesinde çeşitli öneriler getirilmiştir. Court of Accounts is an integral part of the institutional structure of democratic societies. The structure and function of the Court of Accounts, the indispensable organs of parliamentary democracy, may vary from country to country due to their respective legal tradition, historic development, political systems, culture, language and regional affiliations. In democratic countries, supreme audit institutions(Court of Accounts) are responsible, independent auditing of the budget. The Court of Accounts generally plays an important role in how public revenues are spent and in controlling the functioning of the financial system. The rapid change in the public financial management system throughout the world and our country has also increased the responsibilities and responsibilities of the Court of Accounts and Countrys' needed to constantly improve themselves in order for public financial management to function properly. In this study, some selected country's Court of Accounts and the Turkish Court of Accounts in the public financial management system were analyzed. Office type and board type Court of Accounts were examined within the framework of developed and developing country examples. When examining the Court of Accounts of France, the United Kingdom, South Africa and Brazil, the types of audit seem to vary. It has been seen that the Turkish Court of Accounts is in close cooperation with the international and regional organizations of the Court of Accounts in the framework of international relations. When audits and other duties by the Turkish Court of Accounts are examined, it appears that Turkish Court of Accounts carry the necessary qualitative conditions but it has been understood that the audits to be made by the members of the Court of Accounts of other countries will provide significant contributions in the development of the Turkish Court of Accounts in order to improve these qualitative conditions. As a result, it has been understood that the country's Court of Accounts have a dynamic structure and various suggestions have been made to the Turkish Court of Accounts within the framework of good practices.
