Bu çalışma Amerikalı teorisyen Joseph Nye'nin ortaya koymuş olduğu "Yumuşak Güç" kavramının, Amerikan hegemonyasının düşüşe geçtiği tezine karşı, realist bir yaklaşımla, hegemonya krizlerini çözümlemek amacı ile kodifiye edildiğini saptama amacı taşımaktadır. Bu amaç doğrultusunda konuya, epistemolojik/ontolojik tartışmalar eşliğinde yaklaşılmış; eleştirel ekolün önemli isimlerinden olan Robert Cox'un "her teori biri ve bir amaç içindir" prensibi doğrultusunda hareket edilmiştir. Bunu yapmaktaki asıl amacımız, üzerinde hegemonya oluşturulmaya çalışılan bireyler, toplumlar, devletler, bölgesel sistemler için rasyonel tercihin bu teorinin eleştirisinden geçtiğine olan inancımızdır. Bu kapsamda yerli ve yabancı literatür incelenmiştir. Yerli literatürde kavrama ilişkin eleştirel bir bakış açısına rastlanamamıştır. Yabancı literatürde ise kavramın eksikliklerinin ifade edildiği çalışmalar mevcut olmakla beraber teoriye ilişkin amaç-sonuç bağlamında eleştirel bir okumanın olmadığı görülmüştür. Sonuç olarak çalışmanın sonunda iki temel tespit söz konusu olmuştur. Bunlardan ilki Joseph Nye'nin ortaya koymuş olduğu çözümleme, sistem çok kutuplu bir yapıya evrilirken, Amerikan hegemonyasının nasıl bir strateji izlemesi gerektiğine ilişkin bir çözümleme olduğudur. İkinci tespit ise yumuşak güç politikalarının, Amerikan dış politikası kapsamında radikal bir değişiklik manasında okunmaması gerektiğine ilişkindir. Amerikan dış politikasının, her dönemde pragmatik bir anlayış ile çok boyutlu bir düzlemde yürütüldüğü, bu kapsamda yumuşak gücün aktif kullanımının algı yönetimine tekabül ettiği tespit edilmiştir. Daha net bir ifade ile Amerikan hegemonyası için yumuşak güç politikaları olumluyu öne çıkarma, olumsuzu ise algı yönetimi taktikleri uygulayarak yumuşatma, olumlu gösterme, amacı taşımaktadır. This study is aimed at finding out that the "soft power" consept of the American theorist Joseph Nye, in contrast to the thesis that American hegemony has fallen, has been codified with a realistic approach to solve the hegemonic crises. To this end, the subject was approached in the context of epistemological / ontological discussions and moved in the direction of the principle 'every theory is for the one and is for the purpose' which belongs to one of the key names of the critical theorists, Robert Cox. Our main purpose in doing this is that we believe that the rational choice for individuals, societies, states, regional systems that having been tried to establish hegemony over them, is based on criticism of this theory. In this context, domestic and foreign literature has been examined. There was no critical view of the concept in the local literature. Whereas in foreign literature, there are studies in which the deficiencies of the concept are expressed, but it is seen that there is no critical reading in terms of the theoretical purpose and result. As a result, at the end of the study there were two basic findings. One of these is an analysis of how American hegemony should follow a strategy, as Joseph Nye's concept evolved into a multipolar structure. The second finding is related to the fact that soft power politics should not be examined in the sense of a radical change within American foreign politics. It has been found that American foreign politics has been carried out in a realistic platform with a pragmatic conception in every period, and the active use of soft power corresponds to perception management. To put it more precisely, soft power politics for American hegemony is emphasizing affirmation, and otherwise negatively; softening, positive showing, aiming, by applying perception management tactics.
