Genelde Yerel yönetimlerin, özelde ise belediyelerin en önemli sorunları mali boyutlu sorunlardır. Bu bağlamda etkinlik ve verimlilik konusu oldukça öne çıkmaktadır. Kaynakların kullanımında etkinlik sağlanmadığı sürece gelirlerin fazlalaştırılmasının, sorunları çözmede yeterli olamayacağı bir gerçektir. Belediyelerin mali sorunlarının çözümünde yapısal olarak alınan önlemlerin etkisi büyüktür. 6360 sayılı kanun ile büyükşehir belediye bütçe gelirlerinde artırıma gidilmiştir. Yasanın getirmiş olduğu en önemli düzenleme, yerel yönetimlerin paylarının gözden geçirilerek yeniden düzenlenmesi ve sonucunda da bölüşüm ilişkilerine yapılan müdahaledir. Buna rağmen büyükşehirlerin genel bütçeden aldıkları payların dağıtımındaki sorun giderilememiştir. Bu araştırmanın amacı ilgili kanun gereğince büyükşehir belediyelerinin sınırları il mülki sınırına genişletilmesi nedeniyle; imar, ulaşım, çevre, kent ve toplum düzeni, sosyal, sağlık ve kültür hizmetleri kapsamında sorunlara çözüm aramaktır. 6360 sayılı kanun genel olarak herkes tarafından olumlu karşılanmıştır. Ancak uygulamada yaşanan aksaklıklardan dolayı hem hizmet götürmede sıkıntılar yaşanmakta hem de mali açıdan giderler artmış göstermektedir. Antalya Büyükşehir Belediyesi'nin gelirleri incelendiğinde gün geçtikçe merkeze bağımlılığı artmaktadır. Bundan dolayı belediye Merkezi bütçeden aktarılan paraya göre hizmet götürmeye çalışmaktadır. Belediyenin diğer gelir kalemleri yüzdelik olarak az bir oranı teşkil etmektedir. Genel olarak bakıldığında ise 6360 sayılı kanun ile il genelinde birlik beraberlik, genel projelendirme, toplu bir kalkınma ve gelişmişlik sağlanması amaçlanmaktadır. Bu kapsamda, Antalya Büyükşehir Belediyesi hem mali açıdan hem de 6360 sayılı kanununa olumlu veya olumsuz bakış açısı yönünden incelenmiştir. In general, the most important problems of local governments and private municipalities are financial problems. Efficiency and productivity in this framework are very prominent. It is a fact that the increase in revenues will not be sufficient to solve problems unless the use of resources is enabled. Measures taken structurally in the solution of the financial problems of municipalities have a great impact. With the law numbered 6360, the metropolitan municipal budget revenues have been increased. The most important regulation brought by this law has been the opening of the way for the local governments to pay attention to their shares and to rearrange these shares and to interfere with the distributional relations as a result of this regulation. Despite this legislation, the problem of distributing the shares of the major cities from the general budget has not been solved. The purpose of this research is that, due to the fact that the boundaries of Antalya Metropolitan Municipality is the provincial property limit within the scope of Law No 6360; zoning, transport, environment, urban and social order, social, health and cultural services. Positive or negative aspects of the law related to the said law were researched and interviewed with the municipal employees and the findings were evaluated. Law no. 6360 was generally favorable to all. However, due to the deficiencies experienced in practice, both the problems in service delivery and financial expenses seem to have increased. When the revenues of the Antalya Metropolitan Municipality are examined, its dependence on the center is increasing day by day. Therefore, the municipality is trying to provide services according to the money transferred from the central budget. Other incomes of the municipality constitute a small percentage. In general, it is aimed to provide unity, general projecting, collective development and development in the province with the law numbered 6360. In this context, the Metropolitan Municipality of Antalya has been examined both in terms of the financial aspect and the law no. 6360 in terms of positive or negative point of view.
