Bütünleşme sürecinde olan Avrupa Birliği'nin İkinci Dünya Savaşı'ndan sonra karşılaştığı en önemli sorunlardan biri, AB topraklarına yönelen göçlerdir. Özellikle Suriye'de yaşanan iç savaş sebebiyle ortaya çıkan mülteci krizi, Birlik içerisinde güvenlik problemi olarak değerlendirilip, bir yandan ortak politikalar çerçevesinde çözüme yönelik girişimler oluşturulmaya çalışılırken, bir yandan da üye devletler sorun üzerinde bireysel hareket etmeye başlamıştır. Bu durum AB'nin varlığına olan şüpheyi arttırırken, beraberinde politik olmayan konuların politik konular içerisinde değerlendirilmeye başlanmasına sebep olmuştur. Göç ve mültecilik kavramları güvenlik sorunsalının tanımının değişmesine neden olmuştur. Artık güvenlik sadece askeri boyutuyla kalmayıp, çevre kirliliği, açlık, sağlık sorunları, mülteci krizi gibi güvenliğin alt başlıkları beraberinde düşünülmesi ve farklı boyutlarıyla değerlendirilmesi gereken bir kavram haline gelmiştir. Öte yandan bu durum üye devletlerin çıkarları söz konusu olduğunda AB ile ortak hareket etmek yerine bireysel adımlar atmasına sebebiyet vermiş, aşırı sağ söylemlerin Birlik üzerine olumsuz düşüncelerini haklı çıkarmıştır. Bu tezde Suriye iç savaşının neden olduğu göç dalgasının, Avrupa Birliği'nin güvenlik politikalarına etkisi ile Avrupa Birliği'nin müktesebatı da göz önünde tutularak incelenmiştir. Kuruluşunun temelinde insan hakları kavramını ilke edindiği halde söz konusu mülteciler olduğunda Birlik içerisinde mülteci kabulünde azaltmaya gidilmesi için meşru yollar arayan Avrupa Birliği'nin aslında kendi ilkeleriyle çeliştiği vurgulanmıştır. Göç ve iltica konularının Birlik içerisinde geliştirilen ortak politikalarla değerlendirilmesinde ne derece başarılı olunduğu gösterilerek, Avrupa Birliği'nin çıkarları doğrultusunda göç ile nasıl mücadele ettiğini belirleyip, göç ve iltica sorunları üzerine geliştirilen alternatif bakış açılarının ne derece sonuç verdiği açıklanmıştır. One of the major problems that European Union in consolidation process, confronted with since the World War is the immigration the towards EU territories. Particularly the refugee crisis resulting from the Syrian Civil War has been dealt as a matter of security within the Union. While some efforts has been spent on the resolution of the problem within the framework of common policies of the Union, some member countries has begun to put forward policies of their own. This situation has increased the doubt about the spirit of EU and brought about the matter that nonpolitical issues had started to be evaluated within the circle of political ones. İmmigration and asylum concepts have also changed the description of the problem of security. The security in EU is now not only consist a sole military dimension, it has also become a concept which should be handled by thinking about the other dimensions and by considering other subheadings like environmental pollution, hunger, health problems, and refugee crises On the other hand, especially when the interests have become the points in question, this matter has caused some members to act solitary instead of acting with the EU. This fact has thus legitimated the negative opinions of radical right discourses on the Union to some point In this dissertation, the effect of the immigration flow caused by Syrian Civil War into the European Union on the security policies of the Union will be examined by considering the legal acquis of EU. Emphasis will be given on the principal conflict of European Union which has been searching legitimate way outs tu decrease the number of refugees, although the human rights principally lies in the very foundations of the Union. It will also be demonstrated that how much success has been gained in dealing with the issues of immigration and asylum pursuant to common policies developed within the Union. This dissertation will further discover that how the European Union struggles with immigration along with its interests and explain to what degree the alternative points of views developed on the problems of asylum and immigration produce results.
