Kamusal alan, Jürgen Habermas'ın 1970'lerde tartışmaya açtığı ve köken olarak Antik Yunan Agora ve Akropolislerine kadar dayanan bir mefhumdur. En basit ifadeyle kamusal alan, demokrasinin inşa edildiği alanlardır. Kamusal alanın imgeden simgeye doğru dönüşüm süreci ise bir mekan dahilinde olmaktadır. Bu alanlar ise kentsel kamusal mekânlardır. Isparta açsından kamusal mekânların kullanımı ve farkındalığına dair literatüre katkı sunmayı amaçlayan bu çalışmanın temel amacı, insan-mekân ilişkisini Isparta'da yer alan kentsel kamusal mekânlar üzerinden ortaya çıkarmaktır. Çalışmada ilk olarak kent, kamu, kamusallık ve kamusal mekân gibi kavramların tanımlamalarına yer verilmiş akabinde ise kamusal mekânın Türkiye'deki tarihsel serüveni açıklanmıştır. Çalışmada hem nicel hem de nitel yöntemler kullanılmıştır. Örneklem olarak seçilen Kaymakkapı Meydanı, İstasyon Caddesi, İyaş Park AVM, Kafeler Caddesi, Centrum Garden AVM ve Ayazmana Mesire alanında rastlantısal olarak katılımcılara anket uygulanmıştır. Ayrıca bu mekânlar içerisinde gözlem notları tutulmuş ve çalışmada aktarılmıştır. Çalışmanın sonuçları ise, ilk olarak Isparta halkının kamusal mekânları, 'kamu idaresinin alanı' ile özdeşleştirmekte olduğunu göstermektedir. Ayrıca katılımcılar tarafından Isparta'nın en çok bilinen kamusal mekânı da Kaymakkapı Meydanı olarak belirlenmiştir. Kullanım açısından çıkan sonuçlara göre ise Isparta'da yer alan kamusal mekânların engelli vatandaşların kullanımına uygun olmadığı yönündedir. Public space is a notion put forward by Jurgen Habermas in 1970s and it could terminologically be traced back to ancient Greek agora and Acropolis. In simplest terms, public space is the site of democracy construction. The process of transformation of public space from imagery to symbol is through public domains, and that domains are urban public spaces. The main objective of this study that aims to contribute to the literature related to the awareness in regard to the utilization of public domain in Isparta, is to ascertain human-domain relations through urban public domains in Isparta. Throughout the study, the definitions of the concepts like urban, public, publicity and public domain is, first, provided. Then, the history of public domain in Turkey is expressed.Both qualitative and quantitative methods are utilized in the study. Questionnaires were conducted to randomly selected participants in the domains that had been selected as sample; i.e. Kaymakkapi square, Istasyon street, Iyas Park mall, Coffee district, Centrum Garden mall and Ayazmana picnic area. Moreover, observation is also conducted in these places and the notes are narrated in the study.As for the outcomes of the study; it, first of all, reveals that people in Isparta identifies public domain with domain of public administration. Moreover, Kaymakkapi square is defined by the participants of the study as the most well-known public domain. In terms of utilization, the public domains in Isparta are deemed unsuitable for the use of people with disabilities. Centrum Garden Mall is rated to be the least utilized domain of public use by the participants of the study. Keywords: City, Public, Public Space, Urban Public Space, Isparta.
