Tarım sektörü geçmişten günümüze bütün medeniyetlerde yaşamsal bir sektör olma konumuna sahiptir. Gelişen dünya ekonomisi ve artan nüfus olgusu tarım sektörünün bu özelliğini daha da güçlendirmiştir. Dolayısıyla tarım sektörü son yıllarda kalkınma politikalarında etkili bir araç olarak kullanılmaya başlanmıştır. Özellikle kırsal bölgelerin daha çok tarım sektörü ile varlıklarını idame ettirmeleri, bölgesel kalkınma politikalarının bu bölgelerde tarım sektörü aracılığıyla uygulanmasına neden olmuştur. Bu nedenle ülkeler tarım sektöründe verimlilik ve üretkenliği esas alan yöntemler geliştirmenin yanında emek yoğun üretim yönteminden vazgeçerek sermaye yoğun üretime geçiş için gerekli çalışmalara ağırlık vermeye başlamışlardır. Bu bağlamda Türkiye'de de bölgesel kalkınmada tarım sektörünün etkili bir araç olarak kullanılabilmesi için sermaye yetersizliği yüzünden gerçekleştirilmesi mümkün olmayan projelerin TKDK IPARD destekleriyle hayata geçirilmesini kapsayan programlar uygulanmaya başlanmıştır. 2007-2013 yıllarını kapsayan TKDK IPARD I programı bunlardan biridir. Çalışmada ekonomisi tarıma dayalı illerden biri olan Isparta'da IPARD I programından faydalanan firmaların bölge ekonomisi üzerindeki etkileri, desteklerin yararlanıcı firmaların büyüme performanslarına etkisi ile desteklere ilişkin başvuru ve uygulama süreçlerinde yaşanan problemler betimleyici istatistikler, ki-kare testi, logit modeli ve kruskal wallis testi ile incelenmiştir. 109 firmadan elde edilen anket bulgularına göre firmaların destek öncesine göre istihdam sayılarının ortalama olarak %100 arttığı, yıllık cirolarının %20 arttığı, destek alan firmaların yaklaşık %80'inin firma büyüme performansının (satış hacmi, nakit akışı, kar marjı, istihdam seviyesi, yatırımları, tanınırlığı ve sektördeki konumunu kapsayacak şekilde) arttığı, destek alınan tedbir türü ile yatırımlar dışındaki firma büyüme performansı ölçütleri arasında anlamlı bir ilişki olmadığı, desteklere ilişkin başvuru ve uygulama süreçlerinde yaşanan problemlerin yüksek seviyede olmadığı sonucuna varılmıştır. Agricultural sector has a position as a vital sector all of the civilizations from past to present. Developing world economy and increasing population phenomenon have strengthened this feature of agricultural sector. Therefore, the agricultural sector has been used as an effective means in development policies in recent years. In particular, the maintenance of the agricultural sector and assets of rural areas have led to the implementation of regional development policies through the agricultural sector in these regions. Therefore, countries have begun to give weight to the labor intensive production method and work on the transition to capital intensive production, in addition to developing methods based on productivity in the agricultural sector. In this context, Turkey has begun to carry out the covering the implementation of programs TKDK IPARD, projects not being able to be used as an effective means of regional development in the agricultural sector due to insufficient capital. The TKDK IPARD I program covering the time of 2007-2013 is one of them. In this study, the effects of the firms benefiting from IPARD I program on the regional economy, the effects of the subsidies on the growth performance of the beneficiary firms and the problems experienced in the application and implementation processes of the supports are given by descriptive statistics, it was investigated chi-square test, logit model and kruskal wallis test. According to the survey results obtained from one hundred nine companies, the average number of jobs increased by 100%, the annual turnover increased by 20%, the 80% of the firms that received the support from the firm's growth performance (sales volume, cash flow, profit margin, employment level investments, brand recognition, position at the sector). It has been concluded that there is no significant relationship between firm growth performance criteria except for the type of measure taken and the type of support received, and the problems experienced in the application and implementation processes related to the supports.
