Özellikle gelişmekte olan ülkeler için ekonomik ve sosyal bir sorun olan kayıt dışı istihdamın, kısa dönemde bazı kesimlere iş imkânı sunmak, gelir elde etmek ve işsizliği azaltmak gibi pozitif etkileri olsa da, uzun dönemde devlet gelirlerini azaltan, kaynak dağılımını, ekonomik, mali ve sosyal istikrarı bozan ve haksız rekabete yol açan negatif etkileri de vardır. Kayıt dışı istihdam çalışanlar ve işverenler için geçici ve katlanılan bir durum olmaktan çıkmış, bir çalışma ve yaşam biçimi haline gelmeye başlamıştır. Bu sorunun oluşmasında şüphesiz sadece çalışanların değil işverenlerin de payı vardır. Bu bağlamda araştırma kayıt dışı istihdam olgusuna, kayıt dışı istihdamın nedenlerine ve çözüm önerilerine yönelik işverenlerin bakış açısını belirleyebilmek amacıyla yapılmıştır. Araştırma sonucunda işverenlerin sektörel özelliklerine göre, kayıt dışı istihdam kavramına, kayıt dışı istihdamın nedenlerine ve çözüm önerilerine ilişkin anlamlı farklılıklar tespit edilmiştir. Although having positive impacts like reducing unemployment, providing employment opportunity and a source of income for some segments of the society in the short-run, off-the-records employment, which is especially an economic and social problem for developing countries, also has negative impacts which reduce the state income, distort resource distribution, economical, fiscal and social stability and cause unfair competition in the long-run. Off-the-records employment has become more than a problem that is temporary and can be tolerated by the employees and employers, rather it has become a way of employment and life. In the formation of this problem, not only the employees but also the employers played a role. This research is conducted in this context so as to determine the perspective of employers on the issue of off-the-records employment, its causes and solution suggestions. As a result of this research, it has been found that there are significant differences in their perspectives to the causes and solution suggestions of the off-the-records employment between the employers with respect to their sectoral characteristics.
