Kayıt dışı istihdam günümüzde az gelişmiş, gelişmekte olan ve hatta gelişmiş ülkelerin dahi en büyük sorunlarından birisi olarak karşımıza çıkmaktadır. Enflasyon, yoksulluk, işsizlik gibi sorunların yol açtığı kayıt dışı istihdam ülke gelirlerini olumsuz yönde etkilemiş, ekonomik ve sosyal açıdan büyük tahribatlara yol açmıştır. Ülkeler için birçok olumlu ve olumsuz etkiye sahip olan kayıt dışı istihdam ile mücadele kapsamında farklı zamanlarda çeşitli stratejiler uygulanmıştır. Uygulanan politikaların bu sorunun çözümünde yetersiz kaldığı, denetim ve etkili stratejiler ile uzun vadeli çözümlerin yararlı olacağı düşünülmektedir. Sonuç olarak, bu çalışmada Türkiye'de Kayıt dışı istihdamın; boyutları, nedenleri, çözüm önerileri ve ülke ekonomisine vermiş olduğu olumsuz etkilerin çok yönlü yapısal bir sorun olduğu anlatılmıştır. Önümüzdeki dönemde kayıt dışı istihdamla ilgili en önemli riskin işsizlik sorunu olduğu tespit edilmiştir. Kayıt Dışı istihdamla mücadele ederken denetim yöntemi yeterli değildir. Bu mücadele de toplumun tüm kesimlerini kapsayan uzun vadeli bir stratejinin uygulanması gerekir. Ayrıca tüm çalışmaların istihdam yaratma stratejisi ile bağlantılı olması gerektiği sonucuna varılmıştır. Anahtar Kelimeler: Kayıtdışı, İstihdam, Kalkınma, İşsizlik.
Unregistered employment is one of the biggest problems of underdeveloped, developing and even developed countries. Unregistered employment caused by problems such as inflation, poverty and unemployment had a negative impact on the country's revenues and caused great economic and social damage. Various strategies have been implemented at different times within the scope of combating informal employment which has many positive and negative effects for countries. It is considered that the policies implemented are insufficient to solve this problem, and that control and effective strategies and long-term solutions will be useful. As a result, the unregistered employment in Turkey in this study; dimensions, reasons, solutions and negative effects on the economy of the country have been described as a multi-dimensional structural problem. In the upcoming period, the most important risk related to unregistered employment was the unemployment problem. The audit method is not sufficient when dealing with informal employment. In this struggle, a long-term strategy covering all segments of the society should be implemented. It was also concluded that all studies should be linked to the employment creation strategy.
