Yumuşak güç Soğuk Savaş döneminde Uluslararası İlişkiler'in en önemli tartışma konularından biri olmuştur. Uluslararası güç mücadelesinden cezbetme boyutuna geçtiği tartışılmakta idi. Artık devletlerin hedeflerine sert güç ve ekonomik baskı yerine cezbetme ile daha az maliyet ile ulaşacakları tartışılıyordu. Bu anlamda, Rusya Yumuşak Gücü, Batı'nın eski Sovyet coğrafyasında etkisini yaymak için yeni bir mücadele aracı olarak algılamıştır. Kremline yakın devlet liderlerinin renkli devrimlerle devrilmesi, Batı ile bütünleşmeye öncelik veren kişilerin iktidara gelmesi Rusya'yı endişelendirmiştir. Batı yumuşak gücüne karşı, Rusya 2000'lerden başlayarak kendi yumuşak güç stratejilerini oluşturmaya başlamıştır. Rusya bu amaçla farklı devlet kurumları ve medya merkezleri oluşturmuştur. Batı'nın medya tekelini kırmak ve dünya kamuoyunda oluşturulan olumsuz Rusya algısına karşı Rusya'yı tebliğ etmek. Rusya yumuşak gücü eski Sovyet coğrafyasına odaklanmak ve burdaki varlığını pekiştirmek, özellikle Batı yönlü olan ülkelerdeki yönetimleri Rusya yönlü hükümetlerle değiştirmek. Güney Kafkasya ülkeleri, bu anlamda Rusya'nın önem verdiği bölgelerden biri olmuştur. Sert gücün Batı yönlü Gürcistanı ve Azerbaycanı kendi yanında tutabilmedeki yetersizliğini, yumuşak güçle telafi etmek ve Batı karşıtlığını bu ülkelerde pekiştirmek. Ermenistan'nın ekonomik ve güvenlik aslılığını daha da pekiştirmek ve kültürel aslı duruma getirmek Rusya'nın Güney Kafkasya'daki yumuşak güç stratejisini oluşturmaktadır. One of the most important topics of the International Relations literature after the Cold War was soft power concept. It has been argued that the international struggle has been shifted from coercion to attraction. It was argued that states would achieve their goals by attracting, instead of threatening with hard power and economic pressure. In this sense, Russia perceived soft power as a new means of struggle to spread the influence of the West in the former Soviet geography. Russia was worried about the overthrow of state leaders close to the Kremlin by colorful revolutions and the replacement with leaders prioritise to integration with the West. Against the soft power of the West, Russia began to form its own soft power strategies starting from the 2000s. To this end, Russia has established different state institutions and media centers. Breaking the Western media monopoly and propagandise positive image of Russia against the negative perception of Russia in the world public opinion. Russia's soft power priorities to focus on the former Soviet geography and consolidate its presence there, in particular to replace Western-oriented governments with pro-Russian governments. In this sense, the countries of the South Caucasus have become one of the regions that Russia claims to keep under influence. To compensate the inadequacy of hard power in keeping Western-oriented Georgia and Azerbaijan at its side, Russia uses soft power and reinforce anti-Westernism in these countries. On the other hand, in addition to economic and security dependence of Armenia, Russia build up its soft power in Armenia to increase its cultural influence is the Russian Soft power strategy in the South Caucasus.
