İnsan yerleşik hayata geçtiğinden itibaren doğayla mücadele halinde olmuş ve onu dönüştürmüştür. Uygarlığın doğa üzerindeki en belirgin etkisi olan kentler de çeşitli nedenlerle sürekli bir dönüşüm süreci yaşamıştır. Tarihsel süreç içerisinde özellikle endüstri devriminin gerçekleşmesi ve kırdan kente göçlerin başlamasıyla beraber, değişen ekonomi politikaları, aşırı nüfus artışı ve küreselleşme gibi nedenler kentlerin değişim sürecini hızlandırmıştır. Kırdan kente göçlerin yoğun bir şekilde devam etmesiyle beraber konut, altyapı gibi kentleşme sorunları ortaya çıkmış, bu da kentsel yapıda farklı ölçeklerde yapılan değişimleri beraberinde getirmiştir. Süreç içinde ortaya çıkan kentleşme sorunları bu çalışmanın da konusunu oluşturan "kentsel dönüşüm" kavramını ortaya çıkarmıştır. Bilinçli bir yolla gerçekleştirilen bütüncül politika ve yöntemleri içererek kentsel çöküntü sorunlarına çözüm getirmeyi amaçlayan kentsel dönüşüm uygulamalarının, ihtiyaçlar ve dönüşüm dinamiklerinin farklılığından dolayı ülkeden ülkeye değişiklik gösterdiği görülmektedir. Kentlerin ihtiyaçlarına cevap verecek şekilde hazırlanmayan birbirinden kopuk olan geçici düzenlemelerle oluşturulan politikalar dahilinde, kentsel rant paylaşımını ön planda tutan eşitlik ve sosyal adalet kavramlarından uzak ve plansız şekilde gerçekleştirilen kentsel dönüşüm uygulamaları, var olan kentleşme sorunlarına, kentsel dönüşümün ortaya çıkardığı sorunlarını da eklemektedir. Bu çalışmada gecekondu alanlarının kentsel dönüşüme tabi tutulması ve bu süreçte ortaya çıkan kentsel dönüşüm sorunları ele alınmış, İstanbul/Sarıyer ilçesinin Derbent mahallesinde mahalle halkına yapılan anketler çerçevesinde elde edilen bulgular değerlendirilerek kentsel dönüşüm sorunlarının toplumsal etkileri açıklanmaya çalışılmıştır. Üzerinde sıklıkla durulan ve tartışılan bir konu olan kentsel dönüşüm ile ilgili Türkiye ve Batı Literatüründe çeşitli düzeylerde çalışmalar bulunmakla birlikte, bu çalışmalar genellikle kentsel dönüşüm projelerinin mekânsal boyutuna odaklanmaktadır ve sınırlı sayıdadır. Fakat bir mekânsal müdahale biçimi olarak kentsel dönüşümün sosyal ve toplumsal boyutunun olduğu göz önünde bulundurulmalıdır. After being settled in residential life mankind has been struggling with nature and transformed it. Also the cities which are the most evident effect of civilization on nature have experienced a transformation process due to various reasons. In the historical process, especially after the industrial revolution and with the beginning of migrations from rural to urban areas, the reasons such as the changing economic policies, overpopulation and globalization accelerated the transformation process of the cities. Urbanization problems such as housing and infrastructure emerged due to the intensive migration from rural to urban areas, which brought about changes in the urban structure at different scales. Urbanization problems which emerged during the process has revealed the concept of "urban transformation" which is also the subject of this study. It is seen that urban transformation practices aiming to solve the problems of urban collapse by including holistic policies and methods applied in a conscious way vary from country to country due to the differences in needs and transformation dynamics. Urban transformation practices prioritizing the urban annuity sharing and distant from the concepts of equality and social justice, which was applied in an unplanned way according to policies created with unrelated temporary arrangements and prepared not to meet the needs of cities add the problems which are arised from urban transformation to the existing urbanization problems. In this study, urban transformation of shanty areas and problems arising during the process are discussed.Findings from surveys conducted in the Derbent neighborhood of İstanbul/Sarıyer district were evaluated and the social effects of urban transformation problems were tried to be explained. Although there are various levels of studies in Turkey and Western literature about urban transformation, which is discussed often, these studies are usually concentrated on the spatial dimension of urban transformation projects and are limited in number. However it should be taken into consideration that urban transformation has social and communal dimension as a form of spatial intervention.
