Rekabetin uluslararası olduğu günümüz şartlarında işletmelerin sürekliliklerini sağlamaları ve sürdürülebilir olmaları açısından inovasyon son derece önemli bir kavram haline gelmektedir. Böylece yenilik yapma ve dolayısıyla da fark yaratma söz konusu olmakta, işletmeler faaliyet gösterdikleri piyasada tutunabilmekte ya da diğer piyasalara gönül rahatlığıyla açılabilmektedir. Teknoloji üreten gelişmiş ülkeler, uluslararası arenada birden fazla alanda lider olabilmek ve özellikle ekonomik açıdan dünyada söz sahibi olabilmek için etkili bir bilim ve teknoloji politikası uygulamaktadırlar. Bunun için ise araştırma ve geliştirme (Ar-Ge) faaliyetlerini gerçekleştirmekte ve teknoloji geliştirme bölgeleri (teknokentler) kurarak Ar-Ge faaliyetlerine imkân yaratmaktadırlar. Teknokentlerde Ar-Ge faaliyetlerinin daha rahat ve daha rekabetçi bir ortamda gerçekleşebilmesi için ülkemizde de 26.06.2001 tarihli 4691 sayılı Teknoloji Geliştirme Bölgeleri Kanunu kapsamında Teknoloji Geliştirme Bölgeleri kurulmuştur. Kurulan bu bölgeler içerisinde farklı sektörlere hitap eden Ar-Ge çalışmalarına zemin hazırlayan firmalara, söz konusu kanun istisna ve teşvik olarak olanaklar sunmaktadır. Bu çalışmada teknokentlerde faaliyet gösteren firmaların Ar-Ge faaliyetlerinin 4691 Sayılı kanun kapsamında tanınan istisna ve teşvikler kapsamında muhasebe kayıtlarını incelemek amaçlanmıştır. Ayrıca söz konusu kayıtları Muhasebe Sistemi Uygulama Genel Tebliği (MSUGT), Türkiye Muhasebe Standartları/ Türkiye Finansal Raporlama Standartları Tam Set (TMS/TFRS Tam Set) ve Büyük ve Orta Büyüklükteki İşletmeler İçin Finansal Raporlama Standartları (BOBİ FRS) kapsamında karşılaştırmalı olarak gösterebilmek amacıyla Isparta Göller Bölgesi Teknokenti' nde faaliyet gösteren bir firma üzerinde araştırma yapılmıştır. In today's, innovation becomes a very important concept where in terms of sustainability of enterprises in conditions where competition is international. Thus, occur what innovation and making difference also businesses can hold in the market they operate or open to other markets with peace of mind. Developed countries which producing technology apply an effective science and technology policy in order to can be a leader in more than one field in international arena and especially to have a voice in the world economically. For this purpose, countries carry out research and development (R & D) activities and create opportunities for R & D activities by establishes technology development zones (techno-cities). Technology Development Zones were established in our country within the scope of Technology Development Zones Law No. 4691 dated 26.06.2001 in order to realize R & D activities in technocities in a more comfortable and more competitive environment. Within the established zones, the law in question provides opportunities as exceptions and incentives for companies that prepare the ground for R & D studies addressing different sectors In this study, it is aimed to examine the accounting records of the R & D activities of the companies which operating in technocities within the scope of exceptions and incentives recognized within the scope of the Law no. 4691.
