Raylı sistem projeleri, tüm dünyada kentlerdeki ulaşım ve toplu taşıma sorunlarına bir çözüm alternatifi olarak görülmektedir. Ancak raylı sistem yatırımları doğası gereği yüksek yatırım harcaması gerektiren yatırımlardır. Bu tür projelerin salt devlet eliyle yapılması hem bütçe kısıtları nedeniyle hem de önemli uzmanlık ve deneyim gerektirmeleri nedeniyle çoğu zaman ya mümkün olmamakta ya da sınırlı sayıda proje hayata geçirilebilmektedir. Özel yatırımcılar açısından ise, raylı sistem yatırımlarının geri dönüşleri oldukça uzun süreleri gerektirmektedir. Buna karşılık bu tür projeler birçok belirsizliği barındırmaktadır. Ayrıca sunulan hizmetin bir kamu hizmeti olması da bir çok yasal düzenlemeyle karşı karşıya kalmayı gerektirdiğinden dolayı bu yatırımlar özel sektör yatırımcısı için cazip olmaktan uzaklaşmaktadır. Bu tezin amacı, kentlerde ortaya çıkan ulaşım yatırımları ihtiyacına bir çözüm olarak raylı sistem yatırımlarının kamu ve özel sektör işbirliği ile en uygun risk paylaşım ilkesi temelinde hayata geçirilmesi ve bu yatırımların finansal açıdan değerlendirilirken gelecekteki değişken koşulların da hesaba katılması için bir yöntem geliştirmektir. Bu amaç doğrultusunda mevcut bir Hafif Raylı Sistem projesinin tüm yatırım, gelir ve gider parametreleri Kamu Özel İşbirliği temelinde yeniden ele alınmıştır. Projenin finansal değerlemesinin belirsiz ve riskli koşullar altında Monte Carlo Simülasyon yöntemi sayesinde daha sağlıklı olarak yapılabileceği ortaya konulmuştur. Bu tür projelerin Kamu Özel İşbirliği ile yapılabilmesine ilişkin bir öneri geliştirilmiştir. Monte Carlo Simülasyonu sonuçları elde edilirken Frontline Solver'ın Analytic Solver Simulation bilgisayar yazılımı ve Microsoft Excel programı kullanılmıştır. Elde edilen bulgulara göre, projenin deterministik olarak değerlendirilmesi ile Monte Carlo Simulasyonu sonuçları arasında önemli farklılıklar vardır. Projenin hayata geçirilebilmesi için gelir desteği gerekmektedir. Çalışmada gelir desteği olarak performansa dayalı katkı payı ödemesi önerilmiştir. Rail system projects are seen as a solution alternative to the problems of public transportation in many cities all over the world. However, rail system investments are required high investment expenditures by their nature. Since the budget constraints and significant expertise and experience required, It is often not possible to carry out such projects solely by the state, either or a limited number of projects can be implemented. On the other hand, for private investors, the return of investments for rail system requires quite a long time. However, such projects have many uncertainties. In addition, since the service provided is a public service, it requires many legal regulations and these investments are far from being profitable for private sector investors. The aim of this thesis is to develop a method for the implementation of the rail system investments on the basis of the most appropriate risk sharing principle with the cooperation of public and private sectors and to take into account the future variable conditions while evaluation its financially. For this purpose, all investment, income and expenditure parameters of a Light Rail Project have been revised on the basis of Public Private Partnership. It has been demonstrated that the financial valuation of the project can be carried out under uncertain and risky conditions thanks to Monte Carlo Simulation method. A proposal has been developed for the implementation of such projects in the Public Private Partnership model. In order to obtain Monte Carlo Simulation results, Frontline Solver's Analytic Solver Simulation software and Microsoft Excel program were used. According to the findings, there are significant differences between the deterministic evaluation of the project and the results of Monte Carlo Simulation. Income support is required for the implementation of the project. In the study, it was proposed to pay a contribution based on performance as income support.
