Kentsel ölçekteki korumanın bir planlama sorunu olduğu, planlamanın sadece bir boyutunun plan hazırlamak olduğu bilinmektedir. Başka bir deyişle, sadece fiziksel nitelikli bir yaklaşım yetmemekle beraber, olgunun parasal, sosyal, örgütsel ve yasal boyutlarının da plana koşut olarak ele alınması ve üretilmesi gerekmektedir. Bu nedenle bugüne değin yapılan klasik planlamalardaki veri toplama, gelişmeleri kestirme, değerlendirme ve plan kararlarını oluşturma aşamaları, koruma planlamasında aynen izlenmekle beraber, bilgilerin değerlendirilmesi ve yorumlanması çok daha değişik süreçlere gerek göstermektedir. Çünkü burada "korumak" ön koşul, "geliştirme", "sağlıklaştırma" da diğer koşullardan bazılarıdır. Koruma sözcüğü sadece fiziksel çevreyi ve onun fiziksel bileşenlerini değil; yaşamı, çevrede alışagelmiş etkinlikleri, alışkanlıkları, klasik bir planlamada düşünülmesi gerekmeyen birçok ögeyi de içermektedir. Yapılan tez çalışmasında yukarıda sıralananlar kapsamlı bir şekilde değerlendirilmiş Koruma amaçlı İmar Planı ile Kentsel Tasarım arasındaki organik bağın sadece bir çizim olmadığı, eki belgelerle, yol gösterici, yönlendirici bir nitelik taşıması öngörülmüştür. Kentsel koruma ve kentsel tasarım kavramlarının tanımları yapılmış, Türkiye'de ve Dünya'da bu tanımları gerektiren nedenlerin neler olduğu ve mevzuatı kısaca tarihsel süreç içinde incelenmiştir. Daha sonra, kentsel tasarım ve kentsel koruma alanlarında ortaya çıkan sorunlar belli bir sistem içinde incelenmiş ve bu sorunların bir örnek alan içinde nasıl ortaya çıktığı araştırılmıştır. Bu çalışma, bundan sonraki koruma planlarına rehber olması açısından kentsel alanın çözümlenmesinde farklı bir yaklaşım geliştirilmesinde bir başlangıç olarak değerlendirilmelidir. It is known that conservation in urban scale is a planning problem and only one dimension of planning is to prepare a plan. In other words, no matter how a physical approach is not sufficient, the monetary, social, organizational and legal aspects of the phenomenon are supposed to be considered and produced in parallel with the plan. Therefore, the stages of data collection, projecting the development, evaluation and generating planning decisions in the classical planning made so far are followed in conservation planning, but the evaluation and interpretation of the data requires much more different processes. Because ''conservation'' is the prerequisite, ''development", "sanitation" are some of the other conditions. The concept of conservation includes not only the physical environment and its physical components; but also includes its usual activities, habits, and many other elements that are not supposed to be considered in classical planning. In the thesis study, the issues listed above were evaluated in a wide scope and it was estimated that the organic connection between the Urban Conservation Planning and the Urban Design is not just a drawing, but provide a guide, directive qualifications with the documents attached to it. The definitions of urban conservation and urban design concepts were stated, that definitions the reasons that require and legislation in Turkey and in World have been examined briefly in the historical process. Then, the problems arising urban design and in urban conservation areas were examined within a certain system and how these problems emerged in a sample area were investigated. In this study, approach for the analysis of historical urban area has been introduced as a model for further conservation plans.
