Sanayi Devriminin gerçekleşmesi mevcut üretim sistemi anlayışında değişikliklere yol açmıştır. Kitle üretiminin ekonomiye hâkim olmaya başlamasıyla rekabet seviyelerini arttırmak isteyen toplumlar mal ve hizmet üretiminde artış yolunu tercih etmektedirler. Bu artış sürecinde ise bilgi verimlilik aracı olarak kullanılmaya başlamıştır. Bilginin ekonomilerde ağırlığının artmaya başlaması refah ve rekabet artışını sürdürmek isteyen toplumlar için birçok alanda reform ve etkili eylemler yapma zorunluluğu doğurmuştur. Bu alanların başında ise yenilik olgusu oldukça önem arz etmektedir. Yeniliğin ekonomik işleyişteki yerinin öneminin fark edilmesiyle birlikte konu sistem yaklaşımları çerçevesinde değerlendirilmeye başlanmıştır. Bu yaklaşım farklı mekânsal birimler için oldukça etkin araçlar arasında yer almaktadır. Farklı düzeylerdeki yenilik sistemlerin inşasından sonra yenilik yönetiminin etkinliği gündeme gelmiştir. Bu doğrultuda ekonomilerin yenilik performansını ölçmeye yönelik geliştirilen analizlere ve analiz sonuçlarına göre üretilebilecek politikalara ihtiyaç duyulmaya başlanmıştır. Bu tez çalışmasının amacı, bölgesel yenilik sistemleri çerçevesince Türkiye İBBS Düzey 2 bölgelerinin yenilikçi kapasitesini ortaya koymaktır. Bu kapsamda 2014-2018 yıllarına ait yenilik girdi ve çıktı bileşenlerini oluşturan toplam 7 ana bileşen, 17 alt bileşen ve toplam 58 göstergeyi kapsayan geniş bir veri seti hazırlanmıştır. Normalizasyon yöntemi sonucu elde edilen genel yenilik ve yenilik etkinliğine ait indeks değerleri her bir bölge için ayrı ayrı değerlendirilerek analiz edilmiştir. Yenilik analizi sonucunda bölgelerin indeks değerleri oluşturularak yenilikçilik anlamında bölgelerin güçlü ve zayıf yönleri de ayrıntılı şekilde incelenmiştir. Bu anlamda çalışma bu alandaki politika yapıcılarına, kamu otoritesine, ulusal ve yerel düzeydeki aktörlere önemli bir referans niteliği taşımaktadır. The realization of the Industrial Revolution has led to changes in the current understanding of the production system. As mass production begins to dominate the economy, societies that want to increase their level of competition prefer to increase the production of goods and services. In this process of increase, knowledge has been used as a productivity tool. The increasing weight of knowledge in economies has necessitated reforms and effective actions in many fields for societies wishing to sustain prosperity and competition. Innovation at the beginning of these fields is very important. With the recognition of the importance of innovation in economic functioning, the subject has been evaluated within the framework of system approaches. This approach is among the most effective tools for different spatial units. After the construction of innovation systems at different levels, the effectiveness of innovation management has started to come up. In this respect, the analysis developed to measure the innovation performance of economies and the policies that can be produced by the results of the analysis began to be needed. The aim of this thesis is to reveal the innovation capacity of Turkey NUTS 2 regions within the framework of regional innovation systems. In this context, the data set consisting of 7 main components, 17 sub-components and a total of 58 indicators constituting the innovation input and output components for 2014-2018 has been prepared. Index values of general innovation and innovation efficiency obtained as a result of normalization method are presented separately for each region. As a result of the innovation analysis, the index values of the regions were created and the strengths and weaknesses of the regions in terms of innovation were examined in detail. In this sense, the study is an important reference for policy makers, public authority, actors at national and local level in this field.
