Kamu gelirleri içerisinde yer alan vergi devletin en önemli finansman kaynağıdır. Devletin finansman kaynağı olan vergi mükellefler için yük olarak algılanmakta bu durum ise mükelleflerin yasalara uygun şekilde veya yasalara aykırı hareket ederek vergi kayıp ve kaçaklarına yol açmasına sebep olmaktadır. Vergi kayıp ve kaçaklarının devlet gelirlerinde önemli azalışlara sebep olması denetimi gerekli kılmaktadır. Vergi denetimin temel amacı vergi kayıp ve kaçakları ile mücadele ederek bunu en aza indirmektir. Vergi kanunlarına uyulup uyulmadığı, verginin doğruluğunu araştırmak ve tespit etmek için yapılan vergi denetiminin etkin bir şekilde yapılması gerekmektedir. Etkin bir vergi denetiminin sağlanması vergi idaresi ve vergi denetim yapısının etkin bir şekilde oluşturulması ile mümkün olmaktadır. Mükelleflerin vergi kayıp ve kaçaklarına neden olan sebeplerin saptanması, bunları önlemede yapılan vergi denetimi, vergi denetiminin mali etkinliği ve mali etkinliğin arttırılması için yapılması gerekenler çalışmanın konusunu oluşturmaktadır. Türkiye'de vergi kayıp ve kaçaklarının önlenmesinde vergi denetiminin mali etkinliği ile ilgili literatürde yer alan çalışma, bilgi ve istatistiksel verilerin kullanılmasıyla bir değerlendirme yapılmıştır. Kayıt dışı mücadelede izlenen politikaların olumlu sonuçlar verdiği ancak yeterli olmadığı sonucuna varılmıştır. Vergi denetiminin mali etkinliği özelinde yapılan değerlendirmeler neticesinde 2013 yılında etkinliğin sağlandığı, etkinliğin en düşük olduğu yılın ise 2017 yılı olduğu sonucuna varılmıştır. Yapılan bu değerlendirmeyi ilgili yılların kayıtdışı verileri de desteklemektedir. Değerlendirme neticesinde Türkiye'de vergi denetiminde mali etkinliğin yeterli düzeyde olmadığı sonucuna ulaşılmıştır. The tax, which is included in public revenues, is the most important source of funding of the state. The tax, which is the source of government funding, is perceived as a burden for taxpayers; this causes taxpayers to act in accordance with or against the law, resulting in tax losses and evasion. The fact that tax losses and evasion result in significant reductions in government revenues makes the audit necessary. The main purpose of tax audit is to minimize this by tackling tax losses and leaks. The tax audit should be carried out effectively in order to investigate and determine the accuracy of the tax, whether or not the tax laws have been complied with. The provision of an effective tax audit is made possible by the effective creation of a tax administration and tax audit structure. Determination of the causes of tax losses and evasion, tax audit in preventing these problems, financial efficiency of tax audit and what needs to be done to increase financial efficiency are the main subjects of the study. An assessment was made using information and statistical data in the study. It was concluded that the policies followed in the fight against the informal economy yielded positive results but were not sufficient. As a result of the assessments made on the financial effectiveness of the tax audit, it was concluded that fiscal efficiency was well achieved in 2013 and that the worst year of activity was 2017. This assessment is supported by the informal economy data of the relevant years. As a result of the evaluation, it was concluded that the financial efficiency of the tax audit in Turkey was insufficient.
