Sermaye piyasaları, fon fazlası olan ekonomik birimlerin birikimlerini fon ihtiyacı olan ekonomik birimlere aktarmak suretiyle ekonomide uzun vadeli sermaye ihtiyaçlarının giderilmesine katkı sağlamaktadır. Bu katkı ekonomik büyümenin artmasında, ekonomik istikrarın sağlanmasında ve refah düzeyinin yükselmesinde oldukça önemlidir. Sermaye piyasalarının ekonomide bu rolü yerine getirebilmesi ise belirli bir gelişmişlik seviyesine ulaşması ile mümkündür. Bu bağlamda literatürde makroekonomik faktörler, piyasaya ilişkin faktörler ve hukuki ve siyasi düzenlemeler gibi unsurlar sermaye piyasalarının gelişmişliğini etkileyen faktörler olarak öne çıkmaktadır. İslam coğrafyası incelendiğinde birçok ülkede sermaye piyasalarının yeterince gelişmediği veya dünya piyasalarının oldukça gerisinde olduğu görülmektedir. Bu bağlamda çalışmada Müslüman ülkelerin çıkarlarını korumak ve bu ülkelerin haklarını desteklemek amacı ile kurulmuş olan İslam İşbirliği Teşkilatı (İİT) örgütüne üye olan ülkelerde sermaye piyasalarının gelişmişliğini etkileyen faktörler, 57 üye ülkeden 21'inin 1981-2018 dönemi verileri kullanılarak panel veri analizi yöntemi ile incelenmiştir. Çalışmada sermaye piyasası gelişmişliği değişkeni hisse senedi toplam değerinin GSYH'ye oranı ile hesaplanmış ve sermaye piyasalarının gelişmişliğini etkileyen faktörleri ortaya koymak için iki model kurulmuştur. Kurulan modellerde sabit etkiler ve rassal etkiler tahminleri arasında tercih yapmak için Hausman testi yapılmış ve birinci modelde rassal etkiler tahmininin kullanılması, ikinci modelde ise sabit etkiler tahmininin kullanılması gerektiği bulunmuştur. Fakat İİT ülkeleri heterojen bir grup olduğu için, yani birbirinden oldukça farklı ekonomik özellikleri sergileyen ülkeler olduğu için ikinci modelde de rassal etkiler tahmininin yapılması uygun görülmüştür. Modellerde değişen varyans ve otokorelasyon problemlerinin olup olmadığını belirlemek için Wald ve Wooldridge testleri yapılmıştır. Buna göre iki modelde de otokorelasyon sorunu bulunmadığı, buna karşın değişen varyans sorunu bulunduğu görülmüştür. Değişen varyans sorununu çözebilmek için ise robust tahmini yapılmıştır. Dirençli (Robust) tahmini sonucunda elde edilen ampirik bulgulara göre sabit sermaye oluşumu, piyasa likiditesi, ihracat, büyüme, ekonomik açıklık, bankacılık sektörü gelişmişliği ve yolsuzluk kontrolü değişkenlerinin sermaye piyasası gelişmişliğini pozitif yönde etkilediği; buna karşın tasarruf oranı, piyasa devir hızı, para arzı, gelir düzeyi ve petrol değişkenlerinin ise negatif yönde etkilediği sonucuna ulaşılmıştır. Capital markets contribute to the elimination of long-term capital needs in the economy by transferring the savings of surplus economic units to economic units in need of funds. This contribution is very important for increasing economic growth, ensuring economic stability and increasing the welfare level. Capital markets can fulfill this role in the economy only if they reach a certain level of development. In this context, factors such as macroeconomic factors, market-related factors, legal and political regulations are prominent factors in the development of capital markets. The examination of the Islamic world countries show that the capital markets are not sufficiently developed in many countries or are far behind the world markets. In this context, the factors affecting the development of capital markets in 21 out of 57 member countries of the Organization of Islamic Cooperation (OIC), which was established to protect the interests of Muslim countries and to support the rights of these countries, were analyzed using data for 1981-2018 period by applying panel data analysis method. In this study, capital market development variable is represented by the stock market capitalization ratio then two models are used to reveal the factors affecting the development of capital markets. Hausman test was used to choose between fixed effects and random effects. Hausman test results indicate the best estimator for the first model and the second model is random effect and fixed effect respectively. However, since the OIC countries are a heterogeneous group or in other words, exhibit very different economic characteristics, it is deemed appropriate to conduct a random effects test in the second model. Wald and Wooldridge tests were used to determine whether heteroscedastic and autocorrelation problems exist in the models. Accordingly, there is no autocorrelation problem in both models. However, there was a problem of heteroscedastic. In order to solve the heteroscedastic problem, robust test was performed. Empirical findings obtained from Robust test show that, fixed capital formation, market liquidity, corruption control rate, exports, growth, economic openness and banking sector development variables positively affect the capital market development. However, capital market development was negatively affected by the savings rate, market turnover, money supply, income level and oil variables.
