Türkiye'de engellilere yönelik kurumsallaşma süreçlerinin 2002 yılında Özürlüler İdaresi Başkanlığının kurulmasıyla başladığı ve Avrupa Birliğine uyum süreciyle birlikte 2005 yılında sonra hız kazandığı bilinmektedir. 5378 sayılı Engelliler Hakkındaki Kanun ile beraber engellilik ve özelde engelli kadın olgusu insan hakları temelinde daha çok gündeme gelmiş ve aile odaklı sosyal yardım anlayışından başlayarak engellilerin toplumsal hayata katılımlarının önündeki engellerin kaldırılması yönünde çıkan yasa ve yönetmeliklerle devam etmiştir. Bu çalışmada engellilerin ve özelde engelli kadınların kamusal alana katılımlarının önünü açan kamusal politikalar ve özelde 2918 sayılı Karayolları Trafik Kanun ve Yönetmeliği başta olmak üzere temelde trafik alanındaki ortopedik engelli kadın sürücüler Isparta örneğinde ele alınmaktadır. Çalışmada toplumsal cinsiyet anlayışı temelinde engelli ve kadın olmanın çifte dezavantajlılığa vurgusu üzerinden erkeklere ait görülen kamusal alanlardan biri olan trafik kamusal alanında yer alan engelli kadınların, bu alana girişleri ve alandaki var olma deneyimleri sahip oldukları habitus ve sermayeleri açısından değerlendirilmektedir. Ataerkil toplumsal yapının eril tahakkümünde yer alan trafik alanına girişte ortopedik engelli sürücü kadınların alandaki deneyimsel boyutları Pierre Bourdieu'nün habitus, sermaye ve alan kavramlarının ilişkiselliğinde kadınların sahip olduğu sınıfsallık bağlamında sorgulanmaktadır. It is known that the processes of institutionalization devoted to disabled people in Turkey started in the year 2002 with the establishment of the Administration for Disabled People and that these accelerated after the year 2005 with the adaptation processes to the European Union. With the enactment of the No. 5378 Law on Disabilities, the phenomena of "disability" and specifically the "disabled women" came to the fore more oftenly on the basis of human rights and this situation continued with the enactments of certain laws and regulations regarding the removal of barriers in front of the disabled peoples' participation to the societal life, rising from the understanding of family focused social aid. In this study, particularly the public policies and the No. 2918 Law and Regulation on Road Traffic which paved the way for the disabled people and especially disabled women in terms of participating in the public sphere were discussed within the example of the orthopedically handicapped women drivers in Isparta. On the basis of the gender approach and through the emphasis of a double disadvantagedness of being both a disabled person and a women, the disabled womens' entrance and their experiences of existence within the public sphere of traffic, which is considered to belong to men are evaluated in terms of these womens' habitus and capital. The experiential dimensions of the orthopedically handicapped driver women regarding the entrance to the field of traffic which resides within the masculine domination of the patriarchal social structure are questioned in the context of the social class differences of women in relevance to Pierre Bourdieu's concepts of habitus, capital and space.
