5018 sayılı Kanun ile kamu mali yönetim anlayışı değişmiştir. Değişen yönetim anlayışı kamu kaynaklarından maksimum faydanın sağlanması, israfın önlenmesi, tüm harcamaların hesabının verilmesi, şeffaflığın sağlanması, sorumlulukların belirlenmesini amaç edinmektedir. Bu amaca ulaşılabilmesi için mali yönetimin tüm süreçlerinin yeniden değerlendirilmesi ve uygulamada yaşanan aksaklıkların giderilmesi gerekmektedir. Kamu mali yönetiminin en önemli süreçleri gelir yönetimi ve harcama yönetimidir. Bu iki süreç değişen mali yönetim anlayışı çerçevesinde bütüncül bir şekilde yeniden değerlendirilmelidir. Öncelikle kamu gelirlerinden ne anlaşılması gerektiğinin sağlıklı bir şekilde ortaya konulması bakımından kapsamın bilinmesi büyük önem taşımaktadır. 'Kamu' kavramına yaklaşım biçimine göre tanım kapsamına giren gelirlerin büyüklüğü de artar ya da azalır. Çalışma kapsamında kamu geliri ve kamu harcamaları kavramları, merkezi yönetim kapsamındaki kamu idarelerinin olağan gelirleri ve harcamaları olarak ele alınmıştır. Ülkemizde yapılan çalışmalar incelendiğinde kamu gelir ve gider yönetimini bütüncül ve süreç bazlı olarak değerlendiren herhangi bir çalışmaya ulaşılamamıştır. Bu nedenle çalışmamızda bu süreci bir bütün olarak ele almaya ihtiyaç duyulmuştur. Tezin uygulama kısmında, Hazine ve Maliye Bakanlığı merkez çalışanları ile görüşmeler yapılarak Bakanlık tarafından geliştirilmiş olan e-tahsilat platformunu geliştiren ve kullanan uzmanlar ile anket çalışması yapılmıştır. Yapılan anket çalışması sonucunda geliştirilen platformun kamu gelir tahsilatlarında yaşanan sorunları büyük ölçüde ortadan kaldırdığı anlaşılmıştır. Law No. 5018 changed the understanding of public financial management. The changing management approach aims to provide maximum benefit from public resources, to prevent wastage, to account for all expenditures, to ensure transparency and to determine responsibilities. In order to achieve this aim, all processes of financial management should be re-evaluated and the problems in practice should be eliminated. The most important processes of public financial management are revenue management and expenditure management. These two processes should be reassessed in a holistic way within the framework of changing financial management approach. First of all, it is very important to know the scope in order to put forward what the public revenues should be understood in a healthy way. According to the approach to the concept of 'public, the size of the revenues within the scope of definition increases or decreases. Within the scope of the study, the concepts of public income and public expenditures are considered as ordinary revenues and expenditures of public administrations within the scope of central government. When the studies carried out in our country are examined, no studies that evaluate public revenue and expenditure management as holistic and process-based have been reached. Therefore, in our study, it was necessary to consider this process as a whole. In the application part of the thesis, interviews were conducted with the central employees of the Ministry of Treasury and Finance and a survey was conducted with the experts who developed and used the e-collection platform developed by the Ministry. As a result of the survey conducted, it was understood that the platform developed largely eliminated the problems experienced in public revenue collections.
