Ülkemizde bölgelerarası kalkınmışlık farkını ortadan kaldırmak, turizmden gelecek olan gelirleri arttırmak ve ülkemizin tüm bölgesinde bulunan doğal, kültürel ve tarihsel güzellikleri bir alternatif olarak kullanabilmek için alternatif turizm etkinliklerine yönelim başlamıştır. Bu mevcut potansiyel dikkate alındığında, Artvin ili, Arhavi ilçesi; doğal, kültürel ve tarihsel özellikleri ile alternatif turizm çeşitlerinin uygulanabileceği bir yerleşim yeridir. Günümüzde turistler, tatillerini ve ilgi alanlarını geliştirerek, kendilerini mutlu ve huzurlu edebilecekleri yerleri tercih eden, bulundukları çevre ile bütünlesen, o çevrenin kültürünü tanımak için çaba sarfeden, çevreye saygı duyan bireyler olarak değerlendirebilmektedir (Akın, 2006). Ekoturizm yönetiminin çevreye zarar vermeyecek bir biçimde yönetiminin sağlanması için; ekoturizmin yerel kültürler üzerindeki etkilerini göz önünde bulundurmak, turizmden elde edilen gelirlerden yerel halkın da istifade etmesini sağlamanın yanı sıra bu gelirlerin korunan alan yönetiminin amaçlarını gerçekleştirmede kullanılması ve gelir düzeyi açısından büyük bir çeşitliliğe sahip ziyaretçilerin faydalanmasına sunulması kaynakları güçlendirme önlemleri de dikkate alınmalıdır. Bunun yanında turist sayılarına sınırlandırmalar getirme, ziyaretçi çeşitlerini seçme, ilgili gruplara gereken eğitimi sunma ve doğal kaynakları güçlendirme önlemleri de göz önünde bulundurulmalıdır. Ekoturizm faaliyetlerinin dikkate değer bir bölümünün orman sınırları içerisinde gerçekleştiği düşünüldüğünde, ekoturistlerin ve diğer ilgi ve çıkar gruplarının istek ve beklentileri de sınırlı orman kaynakları üzerindeki baskılar arasında önemli yere sahip olduğu söylenebilmektedir. Bu nedenle bu çalışma; Arhavi ilçesinin potansiyel değerlerini ortaya çıkarıp "sorumlu seyahat" ilkesini ön planda tutarak yerel halkın kalkınması ve ekoturistlere gezebilecekleri alternatif alanlar sunulması, geleceğe yönelik planlama çalışmalarına ışık tutması açısından önemlidir. Tendency to alternative tourism activities has been arised with the intend of balancing interzonal development levels, increasing income derived from tourism and using all natural, cultural and historical attraction centers which are located almost everywhere in the country as an alternative. When considered this potential existing in Turkey, Artvin, Arhavi with its natural, cultural and historical attractive centers, is a convenient place for applicability of alternative tourism types. Today tourists may be considered as individuals who try to choose the regions where they can be satisfied with by improving their hobbies and area of interest, commune with the environment without feeling out of place and make an effort to know people and cultures (Akın 206). In order to manage ecotourism in an environmentally sound manner,evaluating the effects of ecotourism on local cultures, ensuring that the local people benefit from the inputs of tourism and tourism income is used for realizing the objectives of protected area management and offering them to the benefit of the visitors with a wide variety of income level, and the methods of strengthening natural resources should be taken into account. Also, limiting the number of tourists, choosing types of tourists and training relevant groups should be considered. Considering that a significant part of the ecotourism activities takes place within the boundaries of the forest, the demands and expectations of ecotourists and other interest groups on the limited forest resources are also gaining importance. For these reasons, this study is important to offer an insight into further studies in terms of development of local people by revealing the potential values of Arhavi region and giving particular importance to the principle of 'responsible travel' and presenting alternative areas where ecotourists can travel.
