Geleneksel kamu yönetimi anlayışının, kamu yönetimindeki sorunları çözememesi ve yeni çözüm yolları üretememesi mevcut paradigmanın değişmesini zorunlu hale getirmiştir. Kamu yönetiminde yaşanan değişim ve dönüşümü açıklayan Yeni Kamu İşletmeciliği anlayışı; sosyal devlet yerine düzenleyici devleti, müdahaleci devlet yerine asli fonksiyonlarına çekilmiş minimal devleti, katı, hiyerarşik kurallara sıkı sıkıya bağlı bürokratik yapılanma yerine esnek, katılımcı, sonuç odaklı, şeffaf ve hesap verebilir bir örgütlenmeyi ifade etmektedir. "Türk Kamu Personel Sisteminin Dönüşümü: Performans Temelli Sözleşmeli Personel Uygulaması" çalışmasıyla temel amacımız, sözleşmeli personelin sorunlarının tanımlanması ve bu sorunlara bakış açılarının bağımsız değişkenlere göre farklılık gösterip göstermediklerinin ölçülmesidir. Çalışma, kamu personel sisteminin dönüşümüyle birlikte yaygınlaşan sözleşmeli personel statüsünün PTT bünyesindeki dönüşümü ve şirketleşme sonrası personelin düşünce, davranış ve değerlendirmelerinin ortaya çıkarılması açısından önemlidir. Bu çalışma, kamu personel sisteminde yaşanan değişim ve dönüşüm sonrasında PTT'de yaşanan değişim ve dönüşüm üzerine odaklanmaktadır. Öncelikli olarak gelenekselden Yeni Kamu İşletmeciliği anlayışına yaşanan dönüşüm incelenmekte, Cumhuriyet'ten günümüze Türk kamu personel sisteminin gelişimine değinilmiş, kamu personel sisteminin dönüşümünde memurluk statüsünün esnekleştirilmesi ve sözleşmeli personel istihdamı konusunda bilgi verilmiştir. Son aşamada anketimizin uygulandığı PTT Genel Müdürlüğü hakkında bilgi verilerek anket çalışmasının bulguları sunulmuş ve değerlendirilmiştir. Bu araştırmanın kapsamı sözleşmeli personel, ağırlık noktası da araştırmanın yapıldığı dönemde PTT'de çalışan sözleşmeli personel olup, taşeron firma personeli araştırmaya dâhil edilmemiştir. Elde edilen veriler PTT'de çalışan personel ile sınırlıdır ve buradan elde edilen bulgular ışığında genelleme yapma yoluna gidilmiştir. Araştırmanın en önemli kısıtı, elde olmayan sebeplerden kaynaklanan zaman açığının oluşmasıdır. Zaman açığının meydana geldiği 2013 sonrasında PTT Genel Müdürlüğü'nden PTT A.Ş.'ye yaşanan değişim ve dönüşüm araştırmaya eklenmiştir. The traditional understanding of public administration has not been able to solve problems in public administration and its inability to produce new solutions has made it imperative that the current paradigm change. The new understanding of public administration, which describes the change and transformation in public administration, means a flexible, participatory, result-oriented, transparent and accountable organization rather than a bureaucratic structure strictly bound by strict, hierarchical rules. With the work of "The Transformation of The Turkish Public Personel System: Performance-Based Contracual Personnel Practice", our main objective is to identify the problems of contracual personnel and to measure the differences in the pain of looking at these problems according to arguments. The study is important for the transformation of contracual personnel status within PTT, which has become widespread with the transformation of the public personnel system, and to reveal the thoughts, behaviours and assessments of post-company personel. The study focuses on the change and transformation of PTT following the change and transformation of the public personnel system. First of all, the transformation from traditional to the new understanding of public administration concept has been examined, the development of the Turkish public personnel system from the republic to the present day has been addressed, information has been given about the flexibility of civil service status and the employment of contacual personnel in the transformation of the public personnel system. In the last stage, the finding of the survey study were presented and evaluated by giving information about General Directorate of PTT to which our survey was appied. The scope of this research is contracual personnel, and the main point is that contracual personnel working at PTT at the time of the research and the subcontracual personnel were not included in the research. The data obtained are limited to the personel working at PTT and generalization has been made in light of the findings obtained here. The most important limitation of the research is the creation of a time gap caused by un at-hand reasons. After 2013, when the time gap occurred, the change and transformation from General Directorate of PTT to PTT AŞ was added to the research.
