Bu çalışmada, Adalet Partisinin iktidar yıllarında (1965-1971) iktidar ve muhalefet ilişkilerinin siyasal, sosyal, ekonomik ve dış politika konularında görüşleri ve bu konular paralelinde yaşanan olaylar çerçevesinde takındıkları tavır ve bu olayların iktidar muhalefet ilişkilerine nasıl yansıdığı tartışılmıştır. İktidar devleti yönetmek ve devlet yönetimiyle ilgili bir kavram olarak karşımıza çıkarken, muhalefet ise karşı olma anlamında kullanımıyla iktidarın politikalarına karşı olma ve iktidarın politikalarına alternatifler geliştirerek iktidar alternatifi olarak değerlendirilmektedir. Normal bir iktidar muhalefet ilişkisinde iktidar ve muhalefetin demokratik sistem içinde birbirlerinin varlığına inanmış ve gerekli şartlar sağlandığında iktidarın muhalefet muhalefetin ise iktidar olacağı olağan karşılanmıştır. Ancak Türkiye'de iktidar muhalefet ilişkileri bu normal koşullardan biraz farklı bir gelişim sergilemiş, iktidar ve muhalefet adeta bir savaş halinde olmuşlardır. Türkiye'nin tarihsel ve toplumsal gelişiminden kaynaklı olan bu durum partiler arasında kutuplaşmalara da neden olmuştur. 27 Mayıs 1960 müdahalesi sonrasında yaklaşık bir buçuk yıl ülke yönetiminde askerler bulunmuştur. Bu süreçten sonra ise siyasiler ordu baskısı altında siyaset yapmaya çalışmışlar ve koalisyonlar kurmuşlarsa da bu koalisyonlar Türkiye'nin o zaman için ihtiyaç duyuldu belirtilen reformları gerçekleştirememiş, sağlıklı bir iktidar muhalefet ilişkisi de geliştirememişlerdir. AP iktidarı döneminde de (1965-1971) her sene seçim yapılması ve bu seçimlerden her defasında AP'nin birinci parti çıkması iktidarı muhalefetin fikirlerini dinleme konusunda biraz daha isteksiz hale getirirken, muhalefet de iktidara karşı daha sert söylem kullanmaya başlamıştır. 1971 yılına gelindiğinde artan şiddet olayları, ekonomik kötü gidişin sürmesi ve bu hükümetle bu olayların önlenemeyeceği ve yapısal reformların yapılamayacağı inancında olan ordu bir muhtırayla iktidarın istifa etmesine neden olmuştur. In this study, the views of the power and opposition relations on the political, social, economic and foreign policy issues of the Adalet Party during the years of incumbent (1965-1971) and the attitude they took within the framework of the events that took place in parallel with these issues and how these events reflected on the power opposition relations were discussed. While power emerges as a concept related to the administration of the state and state administration, the opposition is considered as an alternative to power by using it as opposition to the policies of the government and by developing alternatives to the policies of the government. In a normal government-opposition relationship, the government and the opposition believed in each other's existence in a democratic system and when the necessary conditions were met, it was considered usual that the government will be the opposition and the opposition will be the ruler. But in Turkey, the ruling opposition relations have exhibited a slightly different development from the normal conditions, the ruling and opposition parties were almost in a war. The situation that originated from the historical and social development of Turkey has resulted in polarization between parties. After the intervention on May 27, 1960, soldiers were in the administration of the country for approximately one and a half years. After this process, politicians tried to make politics under the pressure of the army and they have coalition that had failed to carry out reforms needed for Turkey at that time, they could not develop a healthy ruling-opposition relationship. During the AP government (1965-1971), the elections were held every year and the AP was the first party every time, while this making the government a little more reluctant to listen to the opposition's ideas, the opposition started to use a harsher discourse against the government. In 1971, the increasing violence, the continuation of the economic downturn and the army, which believed that these events could not be prevented and structural reforms could not be carried out with this government, caused the government to resign with a memorandum.
