Sağlık sektörü birçok açıdan ülkelerin gelişimine katkı sunan ve diğer sektörlerin verimliliğini de yakından ilgilendiren bir konumdadır. Bu açıdan ülkelerin kaliteli ve verimli bir sağlık sektörüne sahip olması hem daha sağlıklı bir toplumun varlığına hem de gelişen ve büyüyen bir sistemin oluşmasında oldukça önemli bir yer tutmaktadır. Bu kapsamda sağlık planlaması, toplumun sağlık seviyesini yükseltmeye yönelik, mevcut durumdan hareketle geleceğe dair adımların atılmasında önemli bir rol üstlenmektedir. Türkiye'de Cumhuriyet'in kuruluş yıllarından itibaren sağlık sektörü sürekli olarak ön planda olmuş, göreve gelen hükümetler toplumun sağlık seviyesinin yükseltilmesi için birçok çalışma yapmışlardır. Bu kapsamda Türkiye'de sağlık sektörüne yönelik çeşitli aralıklarla sağlık plan ve programları ortaya konulmuştur. Hazırlanan belgeler, isim olarak farklı adlandırılsa da plan özelliği taşımakta ve toplumun sağlık seviyesini yükseltme ana amacı ile yola çıkmış birçok amacı ve hedefi de içerecek şekilde hazırlanmıştır. Bu çalışmada, Cumhuriyet'in ilanından günümüze Türkiye'de hazırlanan ve sağlık planlaması kapsamına giren çalışmaları; politik, ekonomik, demografik ve epidemiyolojik ile kültürel ve toplumsal ortam; içerik, süreç ve aktör boyutları üzerinden analiz edilmesi amaçlanmıştır. Çalışmada Walt-Gilson Politika Analizi yöntemi kullanılmış ve araştırma kapsamına alınan planlar retrospektif olarak analiz edilmiştir. Ortam boyutu, belirlenen dönemler altında ayrı ayrı incelenirken; içerik, süreç ve aktör boyutları plan özelinde incelenmiştir. Veri toplama tekniği olarak ise doküman incelemesinden faydalanılmıştır. Yapılan sağlık planlaması çalışmalarının içeriğinde; ilk dönemlerde sağlık teşkilatının kurulması, bulaşıcı hastalıklar, sağlık tesislerinin kurulması, neredeyse hiç olmayan sağlık personelinin yetiştirilmesi gibi temel konulara odaklanmışken; sonraki dönemlerde, sağlık sektörünün dönüşümü, daha kaliteli sağlık hizmeti, teknolojik gelişmeleri yakından takip etme, akreditasyon gibi daha gelişmiş amaçlara odaklanıldığı görülmüştür. Sağlık planları süreç boyutundan ele alındığında; ilk dönemdeki planların bireysel çabalarla ve sağlık planlama sürecinin işlemediği ve/veya kısmen işlediği süreçlerden geçerek hazırlandığı görülürken; sonraki dönemdeki planların daha kurumsal destekle ve planlama sürecinden geçerek hazırlandığı görülmüştür. Ülkenin içinde bulunduğu siyasi, ekonomik, demografik ve epidemiyolojik ile kültürel ve toplumsal ortam, sağlık planlarının hem hazırlanmasında hem de uygulama sürecinde oldukça belirleyici rol oynadığı görülmüştür. Planlar aktörler boyutundan ele alındığında ise, ilk planlarda ulusal aktörlerin baskın ve etkili olduğu ancak uluslararası aktörlerin çeşitli yardımlarla dâhil olduğu görülürken; 1980 sonrası süreçte neoliberalleşmenin etkisi ile uluslararası aktörlerin varlığının ve etkisinin arttığı ancak ulusal aktörlerin de sürecin içinde varlığını devam ettirdiği görülmüştür. Çalışmada sonuç olarak, toplumun sağlık seviyesini belirleyen yegâne olgunun siyaset olduğu ve buradan hareketle sağlığın politik bir olgu olduğu görülmüştür. The health sector is in a position that contributes to the development of countries in many respects and closely concerns the efficiency of other sectors. In this respect, the fact that countries have a quality and efficient health sector plays an important role both in the existence of a healthier society and in the development of a developing and growing system. In this context, health planning plays an important role in taking steps towards the future, starting from the current situation, in order to increase the health level of the society. In Turkey, the health sector since the republic's founding years consistently been at the forefront of mission and governments have made many attempts to increase the health level of society. In this context, it has put forward various intervals health plans and programs for the health sector in Turkey. Although the documents prepared are differently named as the name, they have a plan feature and they have been prepared in a way to include many goals and objectives set out with the main purpose of increasing the health level of the society. This study includes the studies that have been prepared in Turkey from the proclamation of the Republic to present and are within the scope of health planning; aimed to analyze on political, economic, demographic and epidemiological, and cultural and social environment; content, process and actor dimensions. In the study, Walt-Gilson Policy Analysis method was used and the plans included in the research were analyzed retrospectively. While the context dimension is examined separately under specified periods; content, process and actor dimensions have been examined in the plan. Document analysis was used as the data collection technique. In the content of health planning studies; while focusing on basic issues such as the establishment of a healthcare organization, infectious diseases, establishment of health facilities, and training of almost none health personnel in the first periods; in the following periods, it was observed that the focus was on more advanced goals such as the transformation of the health sector, better quality healthcare, closely following technological developments, and accreditation. When health plans are considered from the process dimension; while it is seen that the plans in the first period are prepared with individual efforts and through processes that the health planning process is not working and / or partially processed; it was seen that the plans for the next period were prepared with more institutional support and planning process. The political, economic, demographic and epidemiological and cultural and social environment of the country have been found to play a decisive role both in the preparation and implementation of health plans. When the plans are considered in terms of actors, it is seen in the first plans that national actors are dominant and effective, but international actors are involved with various aids; it was observed that the presence and influence of international actors increased with the effect of neoliberalization in the post-1980 period, but national actors continued to exist in the process. As a result, it was seen that the unique phenomenon that determines the health level of the society is politics and based on this health is a political phenomenon.
