Bu tezin amacı kentlerin sosyal, kültürel ve ekonomik anlamda gelişmişlik düzeylerinin farklılaşması kadının kent yönetimine katılımına etki etmekte midir? sorusundan hareketle, kadının kent yönetimine katılımını etkileyen faktörlerin belirlenmesinin yanı sıra söz konusu faktörlerin illerin gelişmişlik düzeylerine göre değişiklik gösterip göstermediğinin tespit edilmesidir. Alan araştırması için Batı Karadeniz Bölgesi'nde üç il (Bolu, Zonguldak, Sinop) SEGE 2011 verilerine göre farklı gelişmişlik düzeyleri baz alınarak seçilmiştir ve bu üç ilde kent aktörlerinde yönetsel düzeyde temsiliyeti bulunan kadınlar araştırmaya dahil edilmiştir. Çalışmada ilk olarak her üç kentte de tüm kent aktörlerinde eksik bir kadın temsili olduğu tespit edilmiştir. Kent yönetimine katılım için önemli faktörlerden biri yaşanılan yere hissedilen aidiyet duygusudur. Araştırmaya dâhil edilen kentlerde doğup büyüme durumunun ve geçirilen yaşam süresinin kenti sahiplenme konusunda oldukça etkili olduğu ortaya çıkan bir diğer önemli bulgudur. Örneklem seçilen kentlerde gelişmişlik düzeyleri farklı olduğu için kadınların yönetime katılımları da farklılık göstermiştir. Saha çalışmasında elde edilen verilere göre kentlerin gelişmişlik düzeyi, yalnızca kent siyasetine ilgi ve katılım düzeyinde farklılık yaratmaktadır. Analiz sonuçlarına göre belirlenen üç faktörün ('Sosyal ve siyasal yaşam'; 'kadının sosyo-ekonomik özellikleri'; 'kentin sosyo-ekonomik gelişmişliği') de kent yönetimine katılımda farklılık yaratmadığı ortaya çıkmıştır. Son olarak çalışma genel olarak değerlendirildiğinde, kadının kent yönetimine katılımına etki eden ve katılımda farklılık yaratan durumlar belirlenen faktörlerden daha farklı sebeplere dayanmaktadır. Bolu kenti diğer iki kente oranla gelişmişlik düzeyi bakımından oldukça yüksek bir konumda bulunmasına rağmen kadın katılımı konusunda aynı durum söz konusu değildir. Saha çalışması esnasında yapılan gözleme dayanarak ve araştırmadan çıkan sonuca göre kentlerin toplumsal yapısının yani kent kültürünün ve kent halkının sosyal ilişkilerinin kentte kadın katılımına etkisi oldukça yüksek görünmektedir. The main purpose of this dissertation is to provide an answer to the following question: Do the cities' varying levels of development in social, cultural and economic areas affect women's participation in urban administration? Another primary objective of the study is to determine the factors affecting women's participation in urban administration, and to find out whether these factors vary according to the development levels of the provinces. For the field research, three provinces (Bolu, Zonguldak, Sinop) in the Western Black Sea Region were selected based on their different development levels according to the data gathered from SEGE 2011. The participants of the study consisted of women represented at administrative positions in urban actors of these three provinces. The findings of the study reveal that women are under-represented in all three cities, including all urban actors. One of the important factors that affect their participation in urban administration is found as the sense of belonging to the place where they live. Another important factor impacting the sense of belonging to the urban area is the place of hometown. In the cities from which the sample was selected, the levels of women's participation in administration is also found to differ as affected by the varying development levels of the cities. It is shown that the development level of the urban areas only makes a difference in the level of interest and participation in urban politics. It is also found that the three factors ('Social and political life'; 'socio-economic characteristics of the woman'; 'socio-economic development of the city') determined according to the results of the analysis did not make any difference in participation in the urban administration. Finally, the situations affecting women's participation in urban administration are based on reasons other than the determined factors. Although the city of Bolu is at a very high level in terms of development compared to the other two cities, the same situation does not apply to women's participation. Based on the observation made during the field study and the result of the research, the impact of the social structure of the cities on the participation of women in the urban area seems to be quite high.
