Sağlık Bakanlığı, Türkiye'de sağlık hizmetlerinin sunumu sorumluluğunu üstlenen en önemli aktördür. Ayrıca yerel yönetimlerin de sağlık hizmetlerinin sunumu noktasında mevzuattan kaynaklanan bir takım önemli sorumlulukları bulunmaktadır. Bu çalışmanın ana amacı yerel yönetimlerin sağlık hizmet sunumundaki rolünün belirlenmesi ve bireylerin belediyelerin sunduğu sağlık hizmetlerine yönelik memnuniyet düzeylerinin değerlendirilmesidir. Ayrıca bireylerin belediyelerin sunduğu hizmetlere ilişkin bilgi ve algı düzeyleri ölçülmeye çalışılmıştır. Araştırma evrenini; Antalya, Isparta ve Burdur il merkezlerinde yaşayan 18 yaş üstü tüm bireyler oluşturmaktadır. Örnekleme yöntemi olarak kotalı örnekleme seçilmiş, araştırma kapsamında 615 anket analize tabi tutulmuştur. Araştırmada veri toplama aracı olarak araştırmacı tarafından geliştirilen "Bireylerin Belediyelerin Sunduğu Sağlık Hizmetlerine Yönelik Görüşlerinin Tespit Edilmesine İlişkin" soru formu kullanılmıştır. Anket faktör analizine tabi tutulmuş bireylerin algı ve bilgi düzeyinde üç boyut, bireylerin memnuniyet düzeylerinde iki boyut ortaya çıkmıştır. Boyutlar sırasıyla toplam varyansın %56,510 ve %54,041'ini açıklamaktadır. Boyutların demografik değişkenlere göre farklılık gösterip göstermediğinin tespiti için T-testi ve Anova analizleri yapılmıştır. Gruplar arasında fark tespit edildiği durumlarda ise farkın kaynağını anlayabilmek amacıyla Post-Hoc testlerinden "Tukey's-b testi" kullanılmıştır. Araştırma sonucunda bireylerin belediyelerinin sunduğu sağlık hizmetlerinden memnuniyet düzeyleri Batı Akdeniz illeri açısından karşılaştırıldığında Antalya, Burdur ve Isparta sıralamasına ulaşılmıştır. Sağlık hizmetlerinden memnuniyet boyutu gelir durumuna göre ele alındığında geliri yüksek olan bireylerin sağlık hizmetlerinden daha az memnun oldukları tespit edilmiştir. Kadınların erkeklere göre belediyelerin sunduğu sağlık hizmetlerinden daha fazla memnun oldukları sonucuna varılmıştır. Bu bulgular ışığında bireylerin belediyelerin sunduğu hizmetlere ilişkin algı ve bilgi düzeyi ile bireylerin belediyelerin sunduğu sağlık hizmetlerine ilişkin memnuniyet düzeylerini arttıracak şekilde merkezi hükümetle iş birliği içerisinde çalışmalar yapılması önerilmektedir. The Ministry of Health is the most important actor claimed responsibility for provision of health services in Turkey. In addition, local governments have some important responsibilities arising from the legislation in terms of the provision of health services. The main purpose of this study is to determine the role of local governments in the provision of health services and to evaluate the satisfaction levels of individuals towards the health services provided by the municipalities. In addition, the knowledge and perception levels of individuals regarding the services provided by the municipalities were tried to be measured. The research universe; All individuals over the age of 18 live in Antalya, Isparta and Burdur city centers. Within the scope of the research, 615 questionnaires were analyzed. In the research, the question form "Regarding the Determination of the Opinions of Individuals on Health Services Provided by Municipalities" developed by the researcher was used as a data collection tool. There were three dimensions in the perception and knowledge level of individuals who were subjected to questionnaire factor analysis and two dimensions in the satisfaction level of individuals. The dimensions explain 56.510% and 54.041% of the total variance, respectively. T-test and Anova analyzes were performed to determine whether the dimensions differed according to demographic variables. In cases where differences were detected between groups, "Tukey's-b test", which is one of the Post-Hoc tests, was used in order to understand the source of the difference. As a result of the study, when the satisfaction levels of the individuals with the health services provided by their municipalities were compared in terms of the Western Mediterranean provinces, the rankings of Antalya, Burdur and Isparta were reached. When the satisfaction level of health services is taken into consideration according to income status, it is determined that individuals with high income are less satisfied with health services. It is concluded that women are more satisfied with the health services provided by municipalities than men. In the light of these findings, it is recommended to work in cooperation with the central government in a way to increase the perception and knowledge level of the individuals regarding the services provided by the municipalities and the satisfaction levels of the individuals regarding the health services provided by the municipalities.
