Bir alandaki mekânsal ve zamansal değişimin belirlenmesinde uzaktan algılama teknolojileri kullanılarak temin edinen veriler, düzenli ve tutarlı veri kaynağı olmasından dolayı sıkça kullanılmaktadır. Bu çalışmanın amacı Türkiye'nin kuzeybatısında bulunan İstanbul'un uzaktan algılama teknolojileri ile elde edilen optik görüntüler ve gece görüntülerinden, görüntü işleme teknikleri kullanarak kentsel alanların belirlenmesi ve elde edilen sonuçların ve uygulanan yöntemlerin başarı kriterlerinin değerlendirilmesidir. Bu çalışmada kentsel alanların belirlenmesinde 2018 yılına ait 130 m. mekânsal çözünürlüğe sahip Luojia 1-01 (Lj 1-01) uydusunun gece görüntüsü ve 30 m. mekânsal çözünürlüğe sahip Landsat 8 Operational Land Imager (OLI) and Thermal Infrared Sensor (TIRS) uydusunun optik görüntüleri kullanılmıştır. Çalışmada uygulanan yöntem üç farklı aşamadan meydana gelmektedir. İlk aşama gece görüntüleri ile optik görüntülerin analiz öncesi ön düzeltme işlemlerinin gerçekleştirilmesini kapsamaktadır. İkinci aşama optik görüntülerden, Normalize Edilmiş Bina Fark İndeksi (NDBI), Destek vektör makineleri (SVM) görüntü Sınıflandırma yöntemleri kullanarak kentsel alanların belirlenmesi ve Gece görüntülerinden İnsan Yerleşim İndeksi (HSI) sonrası Otsu Eşikleme yöntemi ile kentsel alanların belirlenmesini kapsamaktadır. Son aşama ise NDBI, SVM ve gece görüntülerin den HSI sonrası görüntü segmentasyonu ile belirlenen şehir alanlarının, belirlenme başarısının Kappa İstatistiği ile değerlendirilmesidir. Elde edilen sonuçlara göre kentsel alanların belirlenmesinde Lj1-01 uydusuna ait gece görüntülerine HSI yöntemi uygulanması ile elde edilen kentsel alanların genel doğruluğunun %96, kappa doğruluğunun ise % 85 ile en yüksek başarıya sahip olduğu belirlenmiştir. Optik görüntülere SVM sınıflandırması ile elde edilen kentsel alanların genel doğruluğu %94, kappa doğruluğu ise %78, NDBI sonucunda elde edilen kentsel alanların ise genel doğruluğun %88, kappa doğruluğu ise %52'dir. The data obtained by using remote sensing technologies in determining the spatial and temporal change in an area are frequently used because it is a regular and consistent data source. Satellite images are also widely used in examining the spatial change of cities and cities over the years. The aim of this study is located in northwestern Turkey in Istanbul optical images and nights image obtained by remote sensing technologies and the using image processing techniques to evaluate the determination and success criteria of urban areas. In this study, in determining urban areas, the 130 m. spatial resolution night image of Luojia 1-01 (Lj 1-01) satellite and 30 m. spatial resolution optical images of the Landsat 8 Operational Land Imager (OLI) and Thermal Infrared Sensor (TIRS) satellite with spatial resolution were used. The method applied in the study consists of three different stages. The first stage includes the pre-correction of night images and optical images before analysis. The second stage includes the determination of urban areas using the Normalized Building Difference Index (NDBI), Support vector machines (SVM) image classification methods from optical images, and the determination of urban areas by the Otsu Thresholding method from Night images after Human Settlement Index (HSI). The last step is to evaluate the success of determining city areas determined by image segmentation after NDBI, SVM and night images from HSI with Kappa statistics. According to the results, it was determined that the general accuracy of urban areas obtained by applying the HSI method to night images of the Lj1-01 satellite in determining urban areas has the highest success with 96% and kappa accuracy with 85%. The general accuracy of urban areas obtained by SVM classification to optical images is 94%, kappa accuracy is 78%,and the overall accuracy of urban areas obtained as a result of NDBI is 88% and kappa accuracy is 52%.
