Güç, güvenlik ve teknoloji günümüzde iç içe geçmiş kavramlardır. Geniş ordular ve yüklü cephanelikler olmadan II. Dünya Savaşı'nı tek hamlede bitiren atom bombası, en etkili ve caydırıcı silahın tanımını tamamen değiştirmiştir. Nükleer silahlar bir süre denetim altında kalmış; sonra diğer devletlere yayılmıştır. Silahlanan her devlet ise nükleer güvenliğin denetimini zorlaştırmıştır. 60'lardan sonra nükleer güçlerin artmasını engellemek amacıyla silahlar sınırlandırılmaya çalışılmış ve bağlayıcı kararlara sahip NPT metni ortaya çıkmıştır. 90'larda ise bu silahlara yasa dışı yollar ve gizli antlaşmalarla sahip olan devletlerin sayısı artmış ve alınan önlemlerin yeterliliği ile başarısı sorgulanmaya başlamıştır. Devletlerin bu silahları elde etme konusundaki farklı motivasyonlarının anlaşılması nükleer silahların geleceğini anlamak açısından önemlidir. Bu sebeple devletlerin egemen eşitliği ilkesinden hareketle sistemdeki boşluklar açıklanmış ve bu silahların yasallığı yorumlanmaya çalışılmıştır. Nükleer silahların askeri avantajı ile ahlaki sorumluluğu arasındaki ikilem günümüz krizleri ile yasallık sorununu çözümlemek açısından oldukça önemlidir. Power, security and technology are intertwined concepts today. Without extensive armies and loaded arsenals atomic bomb which completed World War II in one move, completely changed the definition of the most effective and deterrent weapon. Nuclear weapons remained under control for a while; then it spread to other states. Each armed state has made it difficult to control nuclear security. After the 60's in order to prevent the increase of nuclear powers, the weapons were tried to be limited and text with binding decisions appeared. In the 90's the number of states possesing these weapons with illegal means and secret treaties increased and the adequacy and success of he measures started to be questioned. Understanding the different motivations of states to acquire these weapons is important to understand the future of nuclear weapons. For this reason, based on the principle of sovereign equality of states the gaps in the system were explained and the legality of these weapons was tried to be interpreted. The dilemma between the military advantage and moral responsibility of nuclear weapons is crucial to solve the current crisis and the problem of legality.
