Kent, düzenlenmiş yaşamsal alanlar bütününü tanımlamaktadır. Bu düzenin var oluşunda bireylerin ilişkileri ve bu ilişkilerden doğan sosyal, siyasal ve idari gelişmeler rol oynamaktadır. Bir kentin var oluşunun temel odağı bireyler yani insandır. İnsan kente varoluş düzenini verirken somut öğelerin yanı sıra soyut değerlerini de yansıtmaktadır. Kent bir yaşamsal sergi alanı ise yapılar ve anlamlar birlikte sergilenmektedir. Bu tez çalışması; her kentte kendine özgü olan yaşamsal alana, kentlinin gözünden bakmayı amaçlamaktadır. Böylelikle bir kenti anlamlı kılan karakteristik özelliklere ve bu değerlerin gücüne yönelmektedir. Zamanın getirdikleri ile sürekli olarak değişen ve yenilenen kentlerin anlamsal gücünü somutlaştırmak gayesindedir. Bu gaye doğrultusunda, somutlaştırma görevi bugün kentlerin şekillenmesinin en etkin gücü olan kentsel dönüşüm yaklaşımına yüklenmekte, yaklaşım mevcut tanım ve kullanımından uzaklaştırmakta ve yeni bir yol belirlenerek planlama pratiklerine sunulmaktadır. Tez çalışmasında kentsel dönüşüm araç olan kimliğinden sıyrılmakta ve kent ve kentlinin arasında bir aracı olmaktadır. Çalışma içerisinde 4 aşamalı bir süreç izlenmiştir. İlk aşamada kentsel dönüşümün kavramsal, tarihsel ve yasal incelemesi yapılırken; kentlerin değişim süreçleri içerisinde en fazla etkiyi gören değerler olan kimlik ve insan algısı kavramları irdelenmiştir. Kentsel dönüşümün derinleştirilmesi ve anlaşılması için kente ve mekana yansımaları değerlendirilmiştir. Tez çalışmasının amacına uygun biçimde yeni bir planlama yaklaşımının yolu, kavramlar ve mevcut örnekler üzerinden çizilmiştir. Bu yeni yol insan odaklı sosyal tasarım süreçlerinden ilham almıştır. İkinci aşamada; belirlenen planlama yolu Isparta kenti içerisinde yer alan ve özgün dokusu ile dikkat çeken Davraz Evlerine yönelik bir çalışma ile başlatılmıştır. Tez çalışmasının sunduğu yeni yaklaşımın adımlarında Sosyal Etki Tasarımı (SET) Yöntem Kartlarından faydalanılarak üçüncü aşamada sahada araştırmalar yapılmıştır. Son aşamada ise; Davraz Evleri özelinde tez çalışmasının savunduğu ilkeler çerçevesinde planlamaya yönelik stratejiler oluşturulmuştur. Davraz evlerinin kendine özgü dokusunu yeniden anlamlandıracak bir tasarım kurgusunun yolu çizilmiştir. Tez içerisinde yer alan saha uygulamasında, günümüz kentsel kalıplarının dışına çıkmadan üretilen analiz ve sentez çalışmaları terk edilmiştir. Yerine, değişim veya dönüşümü planlanan kent ve kent mekanına özgü oluşturulacak yöntemleri içeren bir planlama süreci getirilmiştir. Bu süreç anlamını bulan ve anlam yüklenen yer'leri tasarlamaktadır. Sonuçta; kent ve kent mekanın en büyük eksiklerinden olan ve bugün sürekli eleştiri alan kimliksel ve kültürel kayıpların önüne geçmenin ve söylemlerden eylemlere nasıl geçeceğinin yolu belirlenmiştir. Kent mekanını insandan ayrı düşünmeden yapılan bir çalışma ile planlamaya verilen gücün, yaşamsal alanın odağı olan kentliye verilmesi sağlanmıştır. Bu şekilde gelecek kentlerine ve kentsel alanlarına geçmişin ve bugünlerin anlamları aktarılmış ve kuvvetlendirilmiştir. The city defines the whole of regulated vital spaces. The relationships of individuals and social, political and administrative developments arising from these relations play a role in the existence of this order. The main focus of the existence of a city is individuals, that is, people. While human giving the city the order of existence, reflecting the abstract values as well as concrete elements. If the city is a vital exhibition space, structures and meanings are exhibited together. The thesis study; aims to look at the vital area which is unique in each city through the eyes of the urban. Thus, it tends towards the characteristics that make a city meaningful and the power of these values. It aims to embodiating the semantic power of cities that are constantly changing and renewing by what time brings. In accordance with this aim, the task of embodiment is loaded on the urban transformation approach, which is the most effective force of shaping cities today, the approach is removed from its current definition and use and a new way is determined and presented to planning practices. In this thesis study, urban transformation gets rid of its identity as a tool and becomes an intermediary between the city and the citizen. A 4-stages process has been followed in the study. In this first stage, while the conceptual, historical and legal examination of urban transformation is carried out; the concepts of identity and human perception, which are the values that have the most influence in the changing processes of cities, have been examined. In order to deepen and understand urban transformation, their reflections on the city and the place has been evaluated. In accordance with the purpose of the thesis, the path of a new planning approach has been drawn through concepts and existing examples. This new way is inspired by human-oriented social design processes. In the second stage, the planning path determined was initiated by a study for Davraz Houses, which are located in the city of Isparta and attract attention with its original texture. In the steps of the new approach offered by the thesis study, taking advantage of Social Impact Design (SET) Method Cards were used, in the third stage, field studies were conducted. In the last stage; strategies for planning have been established within the framework of the principles defended by the thesis study for Davraz Houses. A design setup that will re-make sense of the unique texture of Davraz houses has been drawn. In the field application included in the thesis the analysis and synthesis studies produced without going outside of today's urban patterns have been abandoned. Instead, a planning process has been brought that included methods to be created specific to the city and city space planned for change or transformation. This process designs places that find meaning and have loaded with meaning. As a result; the way to prevent identity and cultural losses, which is one of the biggest shortcomings of the city and urban space and which is constantly criticized today and how to move from discourses to actions, has been determined. With a study carried out without considering the urban space separately from the human being, the power given to the planning was provided give to the citizens, who are the focus of the vital area. In this way, the meanings of the past and present have been conveyed and strengthened to future cities and urban areas. It has been defended that the thesis will set an example for planning processes and the change of cities.
