İş-yaşam dengesi çalışanların işiyle ilgili haftalık çalışma süresi ve işe başlama saati taleplerinin kendi kişisel yaşam talepleri ile uyum sağlaması ile başlar. Ancak iş-yaşam dengesinin sağlanması her zaman iş ve yaşam koşullarının değişkenliği nedeniyle aynı işyerinde çalışanlar için pek mümkün değildir. Bir hastanede personellerin çalışmak istedikleri zaman dilimlerinin çakışması normal bir durumdur. Aynı zaman dilimlerinde ihtiyaç duyulandan fazla personel atanması da personel maliyetleri açısından uygun değildir. Hem ihtiyaç duyulan personel sayısını dikkate alarak hem de personellerin kendi istedikleri zaman dilimlerine atanması, çalışanlar ve hastane yönetimi açısından bir çözümü olduğu ispatlanamayan karmaşık karar (NP-Hard) problemidir. Bu tür problemleri çözebilmek için farklı sezgisel algoritmalar uygulanabilmektedir. Bu tez çalışması kapsamında, çalışanların iş-yaşam dengesi kurmasına yardımcı olacak, hastanenin verimliliğini arttıracak iki farklı meta- sezgisel algoritma (karınca kolonisi ve parçacık sürü algoritması) iş yaşam dengesi (İYD) yazılımına ilave edilmiştir. Bu yazılım, çalışanların kendi iş-yaşam dengelerine uygun, haftalık çalışma süresi belirlemesine ve işe başlama saati seçebilmesine imkân sağlamaktadır. Bunun için hastane yöneticisinin çalışma zaman dilimleri oluşturabildiği, bu dilimlerdeki ihtiyaç duyulan personel sayıları girebildiği, çalışanların haftalık çalışma süresi belirleyebildiği ve işe başlama saatini seçebildiği ara yüz/ menüler yardımıyla yazılımın veri tabanına kaydedilir. Yönetici ve çalışanların talep giriş süreçleri tamamlandığında karınca kolonisi algoritması ve parçacık sürüsü algoritması çalıştırıldığında personeller oluşturulan zaman dilimlerine atanır. Yazılımdan, yöneticinin giriş yaptığı zaman dilimlerine göre ihtiyaç duyulan personel sayısının talepleri %100 oranında doldurması/ ataması beklenir. Her bir çalışanın taleplerinin en yüksek oranda karşılanması amaçlanır. Geliştirilen yazılımın çalıştırılması sonucu, hastane işletmesi için a) hangi zaman dilimlerine hangi personellerin atandığı, b) her bir personel için çalışacağı zaman dilimlerinin listesi ve her bir personelin isteklerinin hangi oranda karşılandığı ve c) haftalık personel maliyetlerini hesaplayan rapor elde edilebilmektedir. Çalışmada, bir hastane dahiliye birimi personelleri için oluşturulmuş iş yaşam dengesine uygun senaryolardan elde edilen çizelgeleme sonuçları, tezin bulgular ve sonuçlar kısmında karşılaştırmalı olarak verilmiş ve yorumlanmıştır. Work-life balance begins when employees' work-related weekly working time and starting time demands match their life demands. However, achieving a work-life balance is not always possible for those working in the same work due to the variability of work and living conditions. It is normal for staff in a hospital to overlap in the periods they want to work. Appointing more personnel than needed in the same period is also not appropriate in terms of personnel costs. It is a complex decision (NP-Hard) problem that cannot be proven to have a solution in terms of both employees and hospital management, taking into account the number of personnel needed and assigning personnel to their desired time zones. Different heuristic algorithms can be applied to solve such problems. Within the scope of this thesis, two different meta-heuristic algorithms (ant colony and particle swarm algorithm) that will help employees establish a work-life balance and increase the efficiency of the hospital have been added to the work-life balance (WLB) software. This software allows employees to determine a weekly working time and to choose a starting time by their work-life balance. For this, it is recorded in the software database with the help of interface/menus, where the hospital manager can create working time zones, enter the number of personnel needed in these zones, determine the employees' weekly working time, and select the starting time. When the request entry processes of the managers and employees are completed, the ant colony algorithm and the particle swarm algorithm are run, and the personnel is assigned to the created time slots. It is expected from the software to fill/assign 100% of the required number of personnel according to the time slots the manager logs in. It is aimed to meet the demands of each employee at the highest rate. As a result of running the developed software, a report can be obtained that calculates a) which personnel is assigned to which time zones, b) the list of periods for each personnel and the rate at which the requests of each person are met, and c) weekly personnel costs. In the study, the scheduling results obtained from the scenarios suitable for work-life balance created for the hospital internal medicine unit personnel are given and interpreted comparatively in the findings and results section of the thesis.
