Dünya kentlerinin bir kısmında kültürel haritalama uygulaması deneyimlenmektedir. Ancak kültürel haritalamanın mekânsal planlamada kullanılabilirliği ve uygulama kapsamına dair şehir planlama disiplini akademik yazını kısıtlıdır. Türkiye, kültür açısından zengin bir coğrafyada yer almaktadır. Bu zenginliğin kentleşme ve kalkınma süreçlerinde sürdürülebilirliğinin sağlanabilmesi için, doğru verilerle, yerinde ve zamanında doğal ve kültürel varlık ve değerlerin koruma kullanma dengesinin ve sürdürülebilirliklerine esas ortamının oluşturulması gerekmektedir. Dünya uygulamalarının aksine, kültürel planlama bir araç olarak Türkiye mekânsal planlama pratiğinde yeterince önemsenmemekte, mekânsal planlamada bir alt araştırma girdisi olarak çalışılmasında ve değer ve varlıkların bütüncül bir bakış açısıyla değerlendirilmesinde eksik kalınmaktadır. Farklı bir ifadeyle, Türkiye'de kültürel planlama kavramsal açısından ve konusu olan varlıkların, değerlerin ilgili koruma ve kullanma süreci, aşamaları ile çıktısı olan kültürel haritanın yaratımı ihmal edilmektedir. Kültürel haritalama mekânsal planlamanın bir aracı değildir. Söz konusu sorun alanında kent kuramı ve kent yaşamı açısından kültürel haritalamanın çalışılması ihtiyacı mevcuttur. Bu bağlamda; Teze; kültürel haritalama konu edilmiştir. Kültürel haritalama yönteminin uygulaması açıklanarak mekânsal planlama pratiğinde bu yöntemin bir araç olarak kullanılabilirliği bir örnek çalışma üzerinden irdelenmiştir. Bu Tezde; şehir planlama disiplini açısından mekânsal planlama çalışmalarında kültürel haritalama yöntemi açıklanarak Uşak Kenti Kültürel Haritası'nın oluşturulması ve bu çalışma üzerinden kültürel haritanın mekânsal planlama ile ilişkisinin değerlendirilmesi amaçlanmaktadır. Araştırmanın kültürel haritalama çalışmalarına altlık olması, hazırlanabilirliğinin ve uygulanabilirliğinin sağlanması için girdilerin tespiti ve idari ve yasal düzenlemelere yön gösterilmesi diğer amaçlardır. Çalışmanın şehir planlama disiplini yanı sıra, turizm, sanat ve doğal ve kültürel kaynakların tespiti yoluyla kente, ilgili sektörlere ve topluma katkı sağlaması öngörülmüştür. Belirtilen amaç ve hedefler temelinde Tez çalışmasında; kültürel haritalama kavramı irdelenmiş, mekânsal planlamanın bir aracı olan kültürel haritalamanın önemi vurgulanmış, bir örnek bazında deneyimlenmiş ve ülke şehir planlama pratiğinde bu aracın kullanımına dair bir önerme geliştirilmiştir. Tezde; NETCAD Programı kullanılarak tematik analiz ve saha çalışması yapılmış, haritalama ve örneklem yöntemleri kullanılmıştır. Araştırmanın Tez çalışması olması ve Covid-19 Pandemisi sebebiyle örnek çalışma Dünya örneklerinde deneyimlenen süreç ve kapsamda hazırlanamamıştır. Ulusal kültürel haritalama çalışmasına öncü olması amacıyla öncelikle Dünya genelinde farklı tür ve ölçeklerdeki kültürel haritalama uygulama örnekleri incelenmiştir. Ardından kültürel haritalamanın Türkiye'deki ilk uygulama örneği olan Uşak Kenti Kültürel Haritası hazırlanmıştır. Uşak halkının, mekânların, varlık ve değerlerinin bütünselliği olan haritanın kültürel planlama ve kentsel planlama pratiğindeki yeri, entegrasyonu ve uygulanabilirliği, ilgili ulusal mevzuat ve sorumlu aktörler bağlantılı, sorgulanmıştır. Kavramsal çerçevede; kültür, kültürel varlık, kültürel miras ve kültürel kaynaklar tanımlarına açıklık getirilmiş ve belirtilen kavramların kültürel haritalama kavramı ile ilişkisi aktarılmıştır. Var olmayan bir uygulama aracının kapsamı, hazırlanma yöntemi ve mekânsal planlama sürecindeki yeri tanımlanarak özgün bir çalışma oluşturulmuştur. Bu yönüyle araştırma, şehir planlama disiplin alanında bir ilktir. Dünya uygulamalarının incelenmesi neticesinde; kültürel haritalamanın, kentsel planlama çalışmalarının altlığı olarak katkı sağlaması, kentin ve yakın çevresindeki kültürel ve doğal kaynakların tespiti, korunarak sürdürülebilir kılınması ve kentlilik bilincinin arttırılması amacıyla hazırlandığı belirlenmiştir. Mekân ve kentli arasındaki bağlantıların güçlendirilmesi, kentin yerel ayrıcalıklarının ve kimlik öğelerinin tanıtımı ve öğretimi, turizm sektöründe kullanımı ve kültürel topluluklar arasında işbirliğinin geliştirilmesi kültürel haritaların diğer hazırlanma gerekçeleridir. Kültürel haritalamanın katılımcı bir yaklaşım ile kentsel mekânın yeniden düzenlenmesinde bir araç olarak kullanıldığı da belirlenmiştir. İlgili ulusal mevzuatta açık ve kavramsal bir tanımlama yapılmasa ve planlama sürecindeki dâhil olması gereken aşama belirtilmese de, hazırlanmasına imkân veren yasal düzenleme maddelerinin tespiti yapılmıştır. Belirlenen mevzuat çerçevesinde kültürel haritaların kente ait yeni hazırlanacak imar planları yanı sıra, mevcut imar veya mekânsal planları olan alanlar ile her tür ve ölçekli plan değişikliklerde dikkate alınabileceği sonucuna varılmıştır. Ancak, bir kültürel haritayı hazırlamak için katılımcı bir yaklaşıma ve ekip çalışmalarına ihtiyaç duyulmaktadır. İncelenen örneklerde verildiği üzere, kültürel haritanın hazırlık aşamasında hazırlanmasından sorumlu ilgili aktör tarafından işbölümü yapılmakta; kapsamlı veri toplamayı gerektiren anket çalışmaları, saha çalışmaları, toplantı ve çalıştaylar düzenlenerek veya CBS kullanımı gibi yol ve yöntemler izlenerek kültürel haritalama çalışması yapılmaktadır. Some of the world's cities are gaining experience of putting cultural mapping into practice. However, there is only limited academic literature in the discipline of urban planning concerning whether and to what extent cultural mapping can be used in spatial planning. Turkey is located in a region rich in culture. In order to ensure the sustainability of this cultural wealth in the course of urbanisation and development, a balance needs to be established between the preservation and the use of natural and cultural assets, and an environment favourable to sustainability needs to be created, using correct data, at the right place and at the right time. In Turkey, unlike the rest of the world, sufficient importance has not been placed on cultural planning as an instrument in the practice of spatial planning. There is a gap when it comes to making use of cultural planning as a sub-input to research and a way of assessing assets and resources from a holistic point of view. To put it another way, cultural planning is being neglected in Turkey conceptually, and efforts are not being made with regard to the processes and stages of protecting and making use of the assets that constitute its subject matter, or to the production of the cultural maps that constitute its outputs. Cultural mapping is not currently an instrument of spatial planning. In this problem area, work on cultural mapping is needed for the sake of urban theory and urban life. Accordingly, cultural mapping is the subject of the present thesis. Explanations are provided of the way in which cultural mapping is implemented, and the question of whether this methodology can be used as an instrument in the practice of spatial planning is explored through a sample study. Explaining the technique of cultural mapping as used in spatial planning activities from the perspective of the discipline of urban planning, the thesis aims to create a Cultural Map of the City of Uşak, and to assess the relationship between cultural maps and spatial planning on the basis of this example. It is also intended that the research should provide a basis for cultural mapping efforts and serve as a guide for the determination of the inputs and for the administrative and legislative arrangements needed in order to prepare and implement them. Besides the discipline of urban planning, the study is expected to make a contribution to the city, the related sectors and the community by identifying the existing touristic, artistic and natural and cultural resources. In line with these objectives and goals, the thesis discusses the concept of cultural mapping, emphasises the importance of cultural mapping as an instrument of spatial planning, and develops a proposal for the use of this instrument, tested with a concrete example, in the practice of urban planning in the country. The thesis incorporates a thematic analysis and field work making use of the NETCAD software, and employs mapping and sampling methods. Since this study is a thesis for a higher degree, and on account of the Covid-19 pandemic, it was not possible to prepare the sample study in accordance with the processes and frameworks experienced in cases from the rest of the world. With a view to guiding national cultural mapping efforts, an examination was first conducted of examples of cultural mapping processes of varying types and dimensions from around the world. Then the Cultural Map of the City of Uşak was developed, the first example of the use of cultural mapping in Turkey. The map represents the entirety of the people of Uşak and its spaces, assets and resources. Its place in, integration into and applicability for cultural planning and the practice of urban planning were then investigated in the context of the relevant national legislation and responsible actors. The conceptual framework clarifies the definitions of culture, cultural asset, cultural heritage and cultural resources, and explains the relationship of these concepts to the concept of cultural mapping. By describing the scope, means of preparation and place in the process of spatial planning of an instrument of implementation that does not currently exist, an original study has been developed. In this respect, the research constitutes a first in the discipline of urban planning. The examination of the implementation of cultural mapping in the Word indicates that it is conducted in order to provide a basis for urban planning activities, determine the cultural and natural resources of a city and its surroundings , preserve these and render them sustainable, and increase awareness of an urban identity. Other justifications for the preparation of cultural maps are to strengthen the connections between the citizen and the urban space, to promote the city's local specialities and other elements of its identity, to be used in the tourism sector, and to develop cooperation among cultural communities. Cultural mapping was also found to be used as an instrument for rearranging the urban space through a participatory approach. While the relevant national legislation does not contain any clear and conceptual definition of cultural mapping, or indicate the stage of the planning process into which it should be incorporated, provisions of legislation have been identified that allow for the preparation of cultural maps. The conclusion is reached that cultural maps may be taken into consideration within the framework of the legislation in question both in the preparation of new zoning plans for the city and when making changes made in areas with existing zoning or spatial plans and in plans of all kinds and scales. However, the preparation of a cultural plan requires a participatory approach and teamwork. As observed in the examples studied, during the preparation of the cultural map, a division of labour is made by the actor responsible for its preparation, and the cultural mapping is carried out by organising surveys, fieldwork, meetings and workshops for the collection of comprehensive data, or through methods and techniques like the use of CBS. The maps drawn up are shared over the internet with the public and the actors concerned. These aspects of countries' practices are basic requirements of the mapping process. As a result of the survey, it has been concluded that the Cultural Map of the City of Uşak can be used as a guide for public administrations, local governments and academic literature in the field of urban planning and works focused on culture; that, as in the case of Uşak, natural and cultural resources do not consist solely of tangible heritage; that culture needs to be considered in conjunction with the structural environment made up of factors like culture industries and the urban fabric, and that cultural zones need to be created and accorded priority. The study also identified a number of difficulties of various kinds and dimensions in the use of cultural maps in conservation and spatial planning work in Turkey in view of the administrative and legislative arrangements in place. Cultural mapping must be conducted as part of spatial planning in Turkey. It is clear that the cultural planning work to be carried out must be similar in scope to examples from elsewhere in the world and involve the implementation of similar processes and approaches. Other justifications for the preparation of cultural maps are to strengthen the connections between the citizen and the urban space, to promote the city's local specialities and other elements of its identity, to be used in the tourism sector, and to develop cooperation among cultural communities. Cultural mapping was also found to be used as an instrument for rearranging the urban space through a participatory approach. While the relevant national legislation does not contain any clear and conceptual definition of cultural mapping, or indicate the stage of the planning process into which it should be incorporated, provisions of legislation have been identified that allow for the preparation of cultural maps. The conclusion is reached that cultural maps may be taken into consideration within the framework of the legislation in question both in the preparation of new zoning plans for the city and when making changes made in areas with existing zoning or spatial plans and in plans of all kinds and scales. However, the preparation of a cultural plan requires a participatory approach and teamwork. As observed in the examples studied, during the preparation of the cultural map, a division of labour is made by the actor responsible for its preparation, and the cultural mapping is carried out by organising surveys, fieldwork, meetings and workshops for the collection of comprehensive data, or through methods and techniques like the use of CBS. The maps drawn up are shared over the internet with the public and the actors concerned. These aspects of countries' practices are basic requirements of the mapping process. As a result of the survey, it has been concluded that the Cultural Map of the City of Uşak can be used as a guide for public administrations, local governments and academic literature in the field of urban planning and works focused on culture; that, as in the case of Uşak, natural and cultural resources do not consist solely of tangible heritage; that culture needs to be considered in conjunction with the structural environment made up of factors like culture industries and the urban fabric, and that cultural zones need to be created and accorded priority. The study also identified a number of difficulties of various kinds and dimensions in the use of cultural maps in conservation and spatial planning work in Turkey in view of the administrative and legislative arrangements in place. Cultural mapping must be conducted as part of spatial planning in Turkey. It is clear that the cultural planning work to be carried out must be similar in scope to examples from elsewhere in the world and involve the implementation of similar processes and approaches.
