Ekonomi ve politika bilimi tarihte belirli bir süre iki farklı bilim dalı olarak görülmüş ve birbirlerinden bağımsız olarak ele alınmışlardır. Ancak 1. Ve 2. Dünya Savaşlarının patlak vermesi, 1929 ekonomik buhranın yaşanmasının ardından gerçekleşen petrol ve finansal krizler ekonomi ve politika biliminin bir arada ele alınmasının gerekliliğini ortaya çıkarmıştır. Politik ekonomi biliminde yaşanan bu gelişmelerin yanında bu alan üzerinde ekonomik metodojilerin uygulanması politik ekonomiyi tüm insan davranışlarını inceleyen bir bilim dalı haline dönüştürmüştür. Bu doğrultuda söz konusu bu çalışma, literatürde politik ekonomik değişken olarak kabul edilmiş değişkenlerin temel sağlık göstergeleri üzerinde etkisini ölçmek amacıyla planlanmıştır. Literatürde sağlık göstergeleri ile ilgili yapılan çalışmaların büyük bir çoğunluğunun ya sadece yatay kesit boyutu ile ele alındığı ya da sadece zaman serisi boyutu ile ele alındığı görülmektedir. Söz konusu çalışmalar içerisinde hem yatay kesit boyutu ile hem de zaman serisi boyutu ile ele alınan panel çalışmaların oldukça az oldukları görülmektedir. Literatürde bu eksikliği doldurabilmek ve sağlık göstergeleri ile politik ekonomik göstergeleri arasında ilişkileri net bir şekilde tespit etmek amacıyla bu çalışma gerçekleştirilmiştir. Araştırma evrenini Dünya Bankası gelir sınıflandırması dikkate alınarak üst-orta gelir grubunda yer alan 56 ülke oluşturuyorken, örnekleme verilerine ulaşılabilen 42 ülke dâhil edilmiştir. Verilerin türü yıllık olup 2000-2019 dönemlerini kapsamaktadır. Çalışmada beş farklı ekonometrik model geliştirilmiştir. Bütün modellerde; otokorelasyon, çoklu doğrusal bağlantı sorunu, değişen varyans sorunu ve yatay kesit bağımlılıklarının olup olmadıkları incelenmiştir. Her bir modelin kendine özgü temel varsayım problemleri tespit edilmiş ve ilgili robust düzeltme tahmincileri kullanılmıştır. Robust düzeltme testleri sonucu modellere ait ekonometrik bulgular elde edilmiştir. Çalışma bulguları ile ilgili genel bir değerleme yapıldığında gelir dağılım bozuklukları ve gelir miktarlarına yönelik göstergelerin temel sağlık göstergeleri üzerinde çok büyük bir etkisinin olduğu görülmektedir. Söz konusu göstergelerde bozulmalar sağlık göstergelerini olumsuz yönde etkilediği tespit edilmiştir. Diğer taraftan yolsuzlukla mücadele, hesap verilebilirlik ve yasaların uygulama düzeyinde gerçekleşen artışların sağlık göstergelerine olumlu yansıdığı görülmektedir. Araştırma sonuçlarından hareketle bir toplumda gelir dağılımlarının ve gelir seviyelerinin çok önemli olduğu, söz konusu değişkenlere yönelik yasal düzenlemelere önem verilmesi gerektiği, politik ekonomik göstergeler ile farklı sağlık göstergelerinin de incelenebileceği ve söz konusu değişkenlerin birbirleri ile ilişkisinin farklı gelir grubu ülkeler üzerinde de incelenebileceğine yönelik öneriler geliştirilmiştir.
Economics and political science have been seen as two different disciplines for a certain period of time in history and have been handled independently of each other. However, the outbreak of the 1st and 2nd World Wars after the 1929 economic crisis, the oil and financial crises experienced, revealed the necessity of dealing with economics and political science together. In addition to these developments in the science of political economy, the application of economic methodologies in this field has made political economy a branch of science that studies all human behavior. In this direction, this study was planned to measure the effects of the variables, which are accepted as political-economic variables in the literature, on basic health indicators. It is seen in the literature that most of the studies on health indicators are either handled only with the cross-sectional dimension or only with the time series dimension. It is seen that panel studies, which are handled with both the cross-sectional dimension and the time series dimension, are very few among the studies in question. This study was carried out in order to fill this gap in the literature and to clearly determine the relationships between health indicators and political economic indicators. While the research population consists of 56 countries in the upper-middle income group, taking into account the World Bank income classification, 42 countries with sampling data are included. The type of data is annual and covers the period 2000-2019. Five different econometric models were developed in the study. In all models; Autocorrelation, multicollinearity problem, variable variance problem and cross-section dependencies were investigated. The basic assumption problems of each model were determined and the relevant robust correction estimators were used. As a result of robust correction tests, econometric findings of the models were obtained. When a general valuation is made about the findings of the study, it is seen that the indicators of income distribution disorders and income amounts have a great effect on basic health indicators. It has been determined that deterioration in these indicators affects health indicators negatively. On the other hand, it is seen that the increase in the level of fight against corruption, accountability and enforcement of laws have positive reflections on health indicators. Based on the results of the research, suggestions have been developed that income distributions and income levels are very important in a society, that legal regulations for these variables should be given importance, that political economic indicators and different health indicators can be examined, and that the relationship between these variables can also be examined in different income group countries.
