Siber Saldırılar ve Türk Kamu Yönetiminin Çözümleri adlı doktora tezinin amacı; sibernetik bilimsel düşünce yaklaşımı ile geliştirilmiş internet teknolojisi ile oluşturulan siber uzayda gerçekleşen siber saldırılara karşı Türk kamu yönetiminin tarihsel süreç içerisinde geliştirdiği kurumsal çözümlerinin yeterli düzeyde olmadığı anlatılarak kamu idaresinde, akademik yapıda ve kamu yönetimi öğrencilerinde siber güvenlik farkındalığı oluşturulmak hedeflenilmiştir. Tezde öncelikle internetin geliştirilmesine yönelik etki eden bilimsel düşünce yaklaşımı olan sibernetik konusu açıklanmıştır. İnternet teknolojisindeki ilerlemelerle oluşturulan siber uzay ile bu ortamda kamu yönetimini de etkileyen siber saldırı çeşitleri ve siber saldırganlar üzerinde durulmuştur. Siber tehditler ve risklerin kamu yönetimine verdiği zararlar küresel ve ulusal seviyede gerçekleştirilen siber saldırı örnekleri ile anlatılmıştır. Türk kamu yönetiminin siber saldırılara karşı yıllar içerisinde konuyu ele alış şekli ve sunduğu çözümler, kurumsal yapılanma, yasal düzenlemeler ve uygulamalar üzerinden incelenmiştir. Çalışmada; Türk kamu yönetiminin siber saldırılara karşı sunduğu çözümlerin küresel siber tehditlere yönelik yeterli çözümler getirmediği, Türk kamu yönetiminde siber güvenlik algısının çoğunlukla bilgi güvenliği kapsamında olduğu, kamu kurumlarında, akademik yapıda ve toplumda siber güvenlik farkındalığının istenilen düzeyde olmadığı anlatılmıştır. Çalışmada, Türkiye'de siber güvenlik kapsamında yapılması gerekenler ile kamu yönetimine ve akademik yapıya yönelik siber güvenlik farkındalığını artıracak öneriler sunulmuştur. Purpose of the doctoral thesis named Cyber Attacks and Solutions of Turkish Public Administration is to create cyber security awareness in public administration, academic structure and public administration students by explaining that the institutional solutions developed by the Turkish public administration in the historical process against cyber attacks in cyber space created with internet technology developed with cybernetic scientific thinking approach. In the thesis, first of all, the subject of cybernetics, which is the scientific thought approach that affects the development of the internet, is explained. The cyber space created by the advances in internet technology and the types of cyber attacks and cyber attackers that also affect the public administration in this environment are emphasized. Cyberthreats and the harms of risks to public administration are explained with examples of cyber attacks carried out at the global and national level. The way the Turkish public administration has dealt with the issue against cyber attacks over the years and the solutions it offers have been examined through institutional structuring, legal regulations and practices. In the study; It has been explained that the solutions offered by the Turkish public administration against cyber attacks do not provide adequate solutions for global cyber threats, the perception of cyber security in the Turkish public administration is mostly within the scope of information security, and the awareness of cyber security in public institutions, academic structure and society is not at the desired level. In the study, suggestions were presented to increase cyber security awareness for public administration and academic structure, and what should be done within the scope of cyber security in Turkey.
