Sanayi devriminin ardından kentlerde nüfusun ve kent sayısının giderek artması; seri üretime geçilmesi, uzmanlaşma, farklılaşma ve örgütlenme düzeyinin artması, üretim ve tüketim alışkanlıklarında yaşanan değişim kentlerin işlevsel ve yapısal olarak tekrar organize edilmesini ile sonuçlanmıştır. Kente egemen olan burjuvazi sınıfı, kapitalizmin dinamiklerine göre kamu yönetimi ile işbirliği içinde kenti yeniden dizayn etmiştir. Sosyoekonomik yapının değiştiği bu yeni kentsel düzende bir yandan kentler kapitalizmin sürekli artan üretim ve tüketim ilişkilerinin ortasında kalmış, diğer taraftan ise kapitalist ekonomik sistemin büyüme ve tüketim temelliliği yüzünden insanlık ciddi çevresel problemlerle karşı karşıya kalmıştır. Çevre sorunlarının giderek artması ve üretimde kaynak sorununun derinleşmesi sanayi devrimi ile ortaya konulan büyüme, üretim ve tüketim felsefesinin sorgulanmasına neden olmuştur. Bu kapsamda mevcut kapitalist iktisadi sistemde, 'sınırlı' kaynakları olan bir dünyada 'sınırsız' bir iktisadi büyümenin nasıl sürdürülebileceği konusunda yeni çözüm yolları aranmaya başlamıştır. Bu noktada sürdürülebilirlik ekseninde ortaya konulan yaklaşımlardan birisi döngüsel ekonomi olmuştur. Bu kapsamda çalışmanın amacı, döngüsel ekonomi tartışmaları ışığında kentlerin yerini ve önemini araştırmak, Türkiye'de kentlerde döngüsel ekonominin işleyişini irdelemek ve döngüsel ekonomiye geçişle birlikte sağlanabilecek olası ekolojik ve ekonomik avantajları tespit etmektir. Çalışmada bu çerçevede, Türkiye'de döngüsel ekonominin işleyişi de kentsel düzlemde irdelenmiştir. Tezin alan araştırmasında, döngüsel ekonominin önemli bir boyutunu oluşturan 'atık' konusu Antalya kenti örneğinde analiz edilmiştir. Yapılan saha araştırmasında nitel ve nicel araştırma teknikleri bir arada kullanılmıştır. Çalışmanın sonucunda döngüsel ekonominin mevcut koşullar altında daha çevreci bir yaklaşım olduğu ve kentsel ortamda iyileştirme amaçlı uygulanabileceği ortaya konulmuştur. Increasing urban population and number of cities following the industrial revolution; transition to mass production, increased specialization, differentiation and organization levels, and change in production and consumption habits have resulted in the functional and structural reorganization of cities. Industrial capital with a hegemonic control over city reorganized city according to the logic of capitalism in hand with the public administration. In this new urban order where the social and economic structures have changed, on the one hand, cities are in the middle of the continuously increasing production and consumption relations of capitalism; on the other hand, humanity has faced serious environmental problems due to a capitalist economic system based on such a concern for continuously increasing production and consumption. The increasing environmental problems and the deepening of the resource problem in production since the industrial revolution caused the production and consumption philosophy to be put into question. In this context, new solutions for how to sustain an unlimited economic growth in a world with "limited" resources has been sought in the current capitalist economic system. At this point, one of the approaches put forward on the axis of sustainability has been circular economy. In this context, the aim of the study is to investigate the place and importance of cities within the scope of circular economy discussions, to examine the functioning of the circular economy in cities in Turkey and to determine the possible ecological and economic advantages that can be achieved with the transition to circular economy. Working within this framework, the operation of the circular economy in Turkey was also discussed at the urban level. In the field research of the thesis, the issue of "waste", which constitutes an important dimension of the circular economy, has been analyzed in the case of the city of Antalya. In the field research, qualitative and quantitative research techniques were used together. The study has revealed that circular economy is a more environmentally friendly approach under current conditions and can be applied to improve conditions in urban environment.
